The initial contract term runs January 1, 2027 through December 31, 2029, with renewal options available for up to five years total.
BCHA administers HUD-assisted housing programs, manages approximately 1,200 multifamily affordable housing units, and operates as a Moving to Work agency. The selected firm must deliver comprehensive annual financial statement audits, Single Audit and federal compliance testing, multifamily portfolio audits, Low-Income Housing Tax Credit development and cost certification services, component unit and affiliate audits, internal control assessments, and technical consultation. Required expertise includes government accounting, HUD voucher programs (including Moving to Work designation), LIHTC, multifamily affordable housing, Single Audit compliance, layered compliance requirements, development accounting, and tax returns. The firm must demonstrate substantial experience auditing public housing authorities of similar or greater size and complexity, direct experience with complex HUD programs, and proven expertise with mixed-finance or layered-finance properties.
Evaluation is weighted 60 points (60%) to demonstrated experience with housing authorities or affordable housing organizations of similar scope and complexity; 30 points (30%) to quality and practicality of the proposed audit approach, engagement team qualifications, ability to meet deadlines, and reference quality; and 5 points each (5%) to experience with non-attest financial statement preparation services and cost proposal. Best overall value, not lowest cost, drives selection.
Contractors must maintain Commercial General Liability ($1 million per occurrence / $2 million aggregate), Professional Liability ($1 million per loss / $1 million aggregate on claims-made or with two-year extended discovery), and Privacy/Cyber Liability ($50,000 to $1 million depending on number of County clients served). Questions are due August 6, 2026 at 2 p.m. MDT. Notice of intent to award is anticipated August 27, 2026, with contract execution by September 18, 2026.
