About this file
This is an evaluation criteria document for Boulder County, Colorado's request for proposals from certified public accounting firms to provide auditing and tax services to the Boulder County Housing Authority (BCHA). The procurement seeks qualified independent CPA firms to deliver annual audit and tax services for three consecutive fiscal years ending December 31, 2027, 2028, and 2029. BCHA administers HUD-assisted housing programs and manages approximately 1,200 multifamily affordable housing units subject to multiple federal, state, local, and program-specific compliance requirements. The services must address Housing Choice Voucher programs, Moving to Work agency operations, Low-Income Housing Tax Credits, Rural Development requirements, HOME and CDBG funding, and related affordable housing compliance obligations.
The evaluation process will be conducted by a selection committee that may request additional information from vendors and conduct interviews with top-scoring proposals. The scoring matrix allocates 60 points (60% weighting) to demonstrated experience with housing authorities or affordable housing organizations of similar or greater size and complexity, including specific expertise in HUD voucher programs, multifamily portfolios, LIHTC activities, Single Audit requirements, and understanding of BCHA's operating environment. An additional 30 points (30% weighting) are assigned to the quality and practicality of the proposed audit approach, including engagement team qualifications, ability to meet deadlines, and reference quality. Five points each (5% weighting) are allocated to experience with non-attest financial statement preparation services and cost proposal considerations, for a total possible score of 100 points.
