About this opportunity

Charles County Commissioners are soliciting bids for an Asphalt Paving Task Order (Invitation to Bid #24-030) to provide on-call asphalt paving services throughout the county. The contract covers comprehensive paving services for roadways, parking lots, and trails/cart paths, with contractors required to have a minimum of five years of experience in the field. The procurement involves a base contract period ending March 31, 2025, with four optional one-year renewals at the county's discretion. A non-mandatory pre-bid meeting is scheduled for March 7, 2024, with bid responses due by April 10, 2024, at 3:00 pm through the county's eProcurement Portal. Evaluation criteria will include factors such as price, experience, capacity, and past performance, with the county reserving the right to award tasks based on these considerations. The unit price schedule includes detailed pricing for various services like hot mix asphalt, milling, grading, saw cutting, crack filling, seal coating, and pavement markings, with a price adjustment mechanism for asphalt binder costs using the Maryland State Highway Administration's Asphalt Index.

The procurement includes a Minority Business Enterprise (MBE) program with an aspirational 25% participation goal and a Small Local Business Enterprise (SLBE) program. Contractors must provide comprehensive insurance coverage, including commercial automobile, workers' compensation, and general liability insurance. The contract includes a maximum task order value of $250,000, with individual task orders limited to $150,000, and the county anticipates entering multiple agreements to ensure full service coverage. The project is funded entirely through county funds, with a current budget of $100,000 for fiscal year 2024, as documented in the Budget Formal Procurement Request signed by Jacob J. Dyer on January 30, 2024. Contractors will be required to complete project closeout documents, including affidavits of payment, release of liens, and maintenance guarantees. The procurement allows for flexible service delivery, with no guaranteed minimum work volume, and all purchase orders are contingent upon appropriation and encumbrance of fiscal funding.
