About this opportunity
The City of Edgerton, Wisconsin, is soliciting proposals for an asphalt mill and overlay project targeting five specific city streets: Marlboro, Winston Drive, Salem Drive, Heritage Court, and Gear Drive. The procurement involves milling 2 inches of existing asphalt pavement and overlaying 2.25 inches of hot mix asphalt across these designated roadways. Contractors must submit comprehensive proposals that include written cost estimates, firm experience details, professional references, equipment specifications, and proposed project schedules, along with a fully executed bid form. Proposals are due by 3:00 p.m. on Monday, August 30, 2021, and can be submitted either via sealed hard copy envelope or email to hmoser@cityofedgerton.com. The city will evaluate proposals based on overall value, considering cost, schedule, and project performance, with a specific emphasis on contractors who have completed similar municipal street projects within 30 miles of Edgerton and have experience maintaining roads through at least three winters. Bidders are encouraged to visit the project sites prior to submission and must provide a certificate of insurance before commencing work.
The procurement appears open to all qualified contractors without specific set-aside designations or enterprise restrictions. The City of Edgerton reserves significant discretion in the contracting process, including the right to increase, decrease, or modify the list of roads, reject any or all bids, and select the contractor deemed most advantageous to the city's interests. While no specific budget range is publicly disclosed, the project involves lump sum pricing for each street segment, with payment processed within 30 days of invoice submission and approval by the Municipal Services Director. Contractors must include all project costs in their pricing, encompassing labor, materials, and traffic control expenses. The city also retains the ability to terminate the contract if performance is unsatisfactory, providing a five-working-day window for contractors to address any deficiencies. No incumbent vendor information or specific technology integration requirements were mentioned in the procurement documents.
