About this opportunity
Pinellas County and participating municipalities are conducting a cooperative procurement (Invitation to Bid #24-0423-ITB) for asphalt materials to be used by the City of Clearwater, City of Pinellas Park, City of St. Petersburg, and the Pinellas County Board of County Commissioners. The solicitation seeks to establish a five-year contract for various asphalt materials, including superpave asphaltic concrete (Types SP-9.5 and SP-12.5) in both recycled and virgin varieties, as well as asphalt emulsion (Slow Setting SS-1 and Rapid Setting RS-1). The total estimated quantities include 11,125 tons of recycled SP-9.5 asphalt, 230 tons of recycled SP-12.5 asphalt, 20 tons of virgin SP-9.5 asphalt, 25 tons of virgin SP-12.5 asphalt, 9,000 gallons of Slow Setting SS-1 emulsion, and 100 gallons of Rapid Setting RS-1 emulsion. Contractors must have a quality control program manager, prepare mixes on demand within two hours, and maintain a material pickup site within 20 miles of central Pinellas County. Key procurement dates include questions due by September 10, 2024, and proposals due by September 17, 2024, with the solicitation originally issued on August 30, 2024. Materials must comply with Pinellas County Public Works Department specifications and Florida Department of Transportation requirements.
The procurement allows for multiple contractors to respond and does not appear to have specific set-aside designations for disadvantaged enterprises. The contract includes provisions for annual price adjustments up to the Producer Price Index or 5%, whichever is less, with annual expenditures capped at $250,000 without a written amendment. Contractors must demonstrate compliance with E-Verify requirements and provide appropriate insurance coverage. The total unspecified items budget is $65,000, and each participating agency will execute its own contract with the successful bidder according to individual purchasing policies. The cooperative nature of the bid means that while the award will be consistent across participating agencies, each entity will be responsible for its own purchase orders and order placement. Contractors must be prepared to produce both virgin and reclaimed superpave asphaltic concrete and emulsion continuously, with the ability to meet the daily material requirements of the participating agencies. The contract term is set for 60 months, with potential for ongoing renewal based on performance and agency needs.
