About this opportunity
Collier County's Road, Bridge, & Stormwater Division is seeking qualified vendors through Invitation to Bid (ITB) No. 24-8259 for comprehensive asphalt maintenance and related services. The procurement covers a wide range of infrastructure work, including milling, paving, limerock road conversions, pothole and spot repairs, grading, overlays, and related construction activities across county right-of-way and county-owned properties. Vendors must possess a State of Florida Certified General Contractor license, FDOT Prequalification for Flexible Paving, and Hot Plant-Mixed Bituminous Courses certification. The contract term is three years with two potential one-year renewals, and bids are due on Wednesday, June 12, 2024, at 3:00 PM EST. Evaluation criteria will focus on responsiveness, vendor qualifications, and pricing, with the County reserving the right to select primary, secondary, and tertiary awardees to ensure best value and service availability. Bidders must submit electronic proposals through the Collier County Procurement Services Division Online Bidding System, with all pricing to remain firm for 180 calendar days from the bid opening date.
The solicitation does not explicitly outline specific set-aside designations for disadvantaged enterprises, though it emphasizes local vendor preferences and compliance requirements. Vendors must be enrolled in the E-Verify program, have a current Florida business tax receipt, and provide proof of corporate status. Insurance requirements are comprehensive, mandating coverage types including Workers' Compensation, Employer's Liability, Commercial General Liability, and Automobile Liability, with specific coverage limits ranging from $1,000,000 to $3,000,000. Projects exceeding $200,000 will require performance and payment bonds written for 100% of the contract award amount. Historically, County departments have spent approximately $38,730,000 on asphalt maintenance services from 2018 through 2024, though this may not indicate future spending patterns. The contract includes provisions for bituminous price adjustments based on the FDOT Asphalt Price Index and allows for material, equipment, and subcontractor markups within specified percentage limits.
