About this opportunity

Reeves County, Texas is issuing Invitation to Bid (ITB) No. 26-002 for the procurement of asphalt materials and delivery services for Road and Bridge operations. The County is seeking fixed-price bids for three types of asphalt products: CSS-1H (approximately 110,000 gallons), CRS-2 (approximately 635,000 gallons), and CRS-2P winter asphalt (approximately 80,000 gallons), totaling an estimated 825,000 gallons. All materials must meet 2024 TXDOT specifications and comply with applicable AASHTO and ASTM test method requirements. Vendors must deliver materials F.O.B. to 7 County Road 231, Pecos, Texas 79772, between 7:00 AM and 9:00 AM on requested dates, with a two-hour transfer allowance to County equipment; the County provides storage for excess materials. The tentative award date is February 23, 2026, during a Commissioners' Court meeting. All bid inquiries must be submitted by February 10, 2026, to bidquestions@reevescounty.org, and vendors must monitor the Bonfire Interactive portal for addenda. The contract period runs from January 1, 2026 (or the effective ordinance date, whichever is later) through March 28, 2026, with renewal options for two additional one-year periods and potential month-to-month extensions not exceeding three months, all with fixed pricing and no increases permitted upon extension or renewal.

No specific set-aside designations or restrictions on organization types are identified in the procurement documents provided. Vendors must submit mandatory compliance documentation including a Vendor Acknowledgement form, TXDOT material analysis certifications, proof of adequate stockpiles with pre- and post-award testing at vendor expense, conflict of interest disclosures, workers' compensation insurance certificates, general liability insurance of $1,000,000 minimum, and various statutory affidavits regarding non-collusion, residency certification, boycotts of Israel, foreign terrorist organization dealings, energy company boycotts, and firearm discrimination policies. The County reserves the right to award the bid by individual line item to the lowest and best bidder for each asphalt type, potentially splitting awards among multiple vendors based on pricing and location considerations. No incumbent vendors or existing contractors are identified in the bid documents. The County requires vendors to register with the Bonfire Interactive e-bidding portal to receive solicitation notifications and submit bids. Payment terms are net 30 days after delivery completion, with no bonds required. No specific budget range or maximum award value is disclosed in the procurement documents; pricing is evaluated on a lowest and best basis with all prices fixed for the contract duration.
