About this opportunity
Reeves County is requesting bids on asbestos abatement services at 700 W. Daggett Street, Pecos, Texas under ITB 26-014, with sealed bids due October 13, 2026 at 11:00 AM CST and a mandatory facility walkthrough on October 1. The central qualification filter is a State of Texas license as an asbestos abatement contractor; all contractor personnel entering containment or handling asbestos-containing materials must hold current State of Texas licenses as abatement workers, supervisors, or project managers, with certifications obtained within the past 12 months, current medical surveillance physicals, and current respirator fit-test records.
The scope encompasses removal of asbestos-containing materials from the Reeves County Annex Building totaling approximately 9,150 square feet: plaster ceiling (500 sq ft), resilient floor tile with black mastic in six varieties (5,730 sq ft), boiler insulation (200 sq ft), pipe insulation (1,000 sq ft), duct insulation (400 sq ft), Transite wall panels (320 sq ft), and window caulk and glazing (20 sq ft combined). All work must comply with OSHA (29 CFR 1910.1001, 1910.134, 1926, 1910), EPA (40 CFR 61, 260–265, 763), and Texas regulations (26 TAC 296.01–296.320). The contractor must provide labor, materials, equipment, mobilization, demobilization, containment barriers, final cleanup, and disposal via licensed waste haulers to TCEQ-approved landfills. Reeves County will provide electrical power and water service; the facility remains vacant during abatement. Workdays are Monday through Friday, 7:00 a.m. to 5:30 p.m., excluding holidays.
Bid pricing must itemize mobilization/demobilization as a set fee, individual line items for each material type by square footage, and disposal fees per cubic yard with mileage. The county is tax-exempt; no sales tax should be included. Evaluation criteria are weighted: experience, qualifications, and key personnel (15 points); understanding of project scope and proposed management and safety plan (60 points); price and working days (10 points); and past performance and references (15 points). Bidders must submit three references from similar projects, a Conflict of Interest Questionnaire, a non-collusion affidavit, and documentation of Texas boycott compliance and foreign business relationships. A performance bond in the full contract amount is required within 30 days of execution. Insurance must include general liability ($1 million per occurrence), workers' compensation (statutory limits), and automobile liability ($1 million), with Reeves County named additional insured. Questions are due October 6. Award is tentatively scheduled for November 9 at 10:00 AM CST.
