9.3 Wet the windows with amended water prior to wrapping in two layers of 6-mil poly. Do not allow removed ACM to dry before it is wrapped.
9.4 Windows shall be properly labeled with asbestos warning labels and generator labels as required by TAHPR.
10.0 Final Clean-Up of Containment Area:
10.1 When all the specified asbestos-containing materials have been removed, remove all waste bags from the containment.
a. If the Contractor has elected to use sealable 55-gallon steel drums, the drums may be sealed, wet wiped during fine cleaning procedures, and left inside the containment until the containment has achieved final air clearance.
10.2 Clean all surfaces in containment using HEPA vacuuming and wet wiping.
a. Rags shall be disposed of as asbestos-containing waste and replaced regularly to avoid spreading contamination throughout the containment.
b. If the Contractor has elected to use sealable 55-gallon steel drums, then the drums shall be sprayed and wet-wiped.
10.3 After fine cleaning is completed, the Contractor shall request a visual clearance inspection from the Consultant or the Consultant’s Project Manager on site.
10.4 If the containment does not pass the visual clearance inspection, Contractor personnel shall re-clean the containment and call for another visual clearance inspection.
10.5 When the containment has passed visual clearance, the Air Monitoring Technician shall collect final air clearance samples according to the methods outlined in Section 8 of this specification.
10.6 Final Air clearance samples shall be analyzed by phase contrast microscopy by a licensed
PCM laboratory.
a. If the Consultant agency is licensed as a PCM laboratory in the state of Texas and if the Air Monitoring Technician is a NIOSH 582 trained PCM microscopist who participates in quarterly AIHA proficiency testing, then the Air Monitoring
Technician may analyze clearance samples on-site.
10.7 The containment will achieve final air clearance when all final air clearance samples collected are found to have fiber concentrations of less than 0.01 fibers per cubic centimeter.
10.8 In the event that final air clearance is not achieved, then Contractor personnel shall re-clean all surfaces inside containment and final air clearance samples shall be collected and analyzed again. This process will repeat until such time as the containment passes final air clearance with fiber concentrations of less than 0.01 fibers per cubic centimeter on all final air clearance samples collected.
a. Contractor personnel will re-enter containment in full PPE as outlined in Section 5 of this specification.
SECTION EIGHT: INSPECTIONS & AIR MONITORING
1.0 Inspections
1.1 The Consultant or his Project Manager on site shall inspect the containment prior to the start of work inside the containment to ensure the following:
a. All critical barriers are in place, intact, and functioning as intended,
b. Containment is adequately sealed and under negative pressure of no less than -0.020 inches of water column,
c. The personnel decontamination chamber is in place, stocked, has running hot and cold water, and is functional, and
d. If the Contractor has elected to use a two-chamber bagout, that the bagout is constructed according to this specification.
1.2 During the work, the Consultant or his Project Manager on site shall conduct periodic inspections not less than twice per day of the exterior of containment to ensure that the
Contractor is working in compliance with all applicable Federal, State, and Local regulations and this specification.
1.3 The consultant or his Project Manager on site shall conduct visual clearance inspections prior to the collection of final air clearance samples at all containments to ensure that all specified ACM has been removed.
2.0 Air Monitoring
2.1 The Consultant shall provide an Air Monitoring Technician to be on the project site.
2.2 The Air Monitoring Technician shall have the following qualifications:
a. TDSHS Licensed Asbestos Air Monitoring Technician
b. Current EPA Air Monitoring Technician Training or Refresher
c. Current Asbestos Medical Surveillance Physical
d. Current respirator fit test
e. NIOSH 582 Trained Phase Contrast Microscopist
2.3 The Air Monitoring Technician shall be responsible for collecting and analyzing the following air samples:
a. Three baseline samples per containment, one inside the containment area and two outside the containment area.
1. Baseline samples are to be collected prior to the start of asbestos removal activities.
2. Baseline samples shall have a minimum sample volume of 1250 liters.
b. Daily area samples in an area outside of containment, in the clean room of the decon, outside the exhaust stream of a negative air machine, and in the outer room of the bagout chamber (if the Contractor has elected to construct one).
c. Personal air samples on a minimum of ¼ of the Contractor’s personnel inside containment.
1. Personal samples shall be taken in sufficient numbers and time lengths as to allow for calculation of an 8-hour time weighted average exposure and a 30-minute excursion limit exposure.
d. Final air clearance samples for each containment.
2.4 The Air Monitoring Technician shall be responsible for analyzing all air samples by phase contrast microscopy.
a. All air samples shall be analyzed using the NIOSH 7400 method and adhering to the
Consultant’s written QA/QC plan.
3.0 Final Air Clearance
3.1 Final air clearance samples shall be collected only after containment has passed visual clearance inspection.
3.2 The total number of final air clearance samples collected per containment will be at the discretion of the Air Monitoring Technician.
a. No fewer than three final air clearance samples shall be acceptable as proof of final air clearance.
3.3 Final air clearance samples shall have a minimum sample volume of 1250 liters.
a. Where feasible, final air clearance samples shall be collected at a flow rate of 10 liters per minute for a period of no less than 125 minutes.
b. If necessary, final air clearance samples may be collected overnight using whatever flow rate is necessary to achieve a total sample volume of no less than 1250 liters.
3.4 Final air clearance samples shall be collected using aggressive sampling methods. Using a 1-horsepower leaf blower, the Air Monitoring Technician shall sweep across all surfaces inside containment for the first five minutes while final air clearance samples are being collected in order to agitate any loose asbestos fibers which may remain in the containment.
3.5 The Air Monitoring Technician on site shall analyze final air clearance samples on site by
PCM using the NIOSH 7400 method.
3.6 All final air clearance samples collected in a containment must have fiber concentrations of less than 0.01 fibers per cubic centimeter in order for the containment to achieve final air clearance.
a. In the event of failed final air clearance, the Contractor shall re-clean the containment, then the Air Monitoring Technician shall collect final air clearance samples again.
b. Containment has achieved clearance only when a full set of final air clearance samples comes back below 0.01 fibers per cubic centimeter by PCM.
1. Should the Contractor have any misgivings about accepting the analysis of the
Air Monitoring Technician, the Contractor may request that the samples be sent to an outside laboratory for analysis by TEM. If such request is granted by the
Consultant, all costs associated with shipping and TEM analysis of the sample/s shall be at the expense of the Contractor.
SECTION NINE: ACW HANDLING & DISPOSAL
