About this file
This is an Asbestos Survey Report prepared by E-Tech Environmental and Safety Solutions, Inc. for Reeves County regarding the Annex 1 building located at 700 W. Daggett Street in Pecos, Texas. The survey was conducted on February 2-3, 2026, with the report finalized on February 12, 2026. The inspection identified asbestos-containing materials (ACM) in thirteen building materials across the facility, including plaster ceiling (approximately 500 square feet), exterior window caulk and glazing (approximately 10 square feet each), six varieties of resilient floor tile with black mastic (totaling approximately 6,710 square feet), boiler insulation (approximately 200 square feet), pipe insulation (approximately 1,000 square feet), duct insulation (approximately 400 square feet), and Transite wall panels (approximately 320 square feet). A total of 68 bulk samples were collected from 20 homogeneous materials and submitted to J3 Resources in Houston, Texas for polarized light microscopy (PLM) analysis using EPA-approved methodology with a 72-hour turnaround time.
The survey results indicate that asbestos removal shall be performed by a State of Texas licensed asbestos abatement contractor employing licensed workers, with the property owner required to contract with a State of Texas licensed Asbestos Consulting Agency prior to renovation to design the abatement plan and conduct required air monitoring. A copy of the survey must be maintained on-site during all asbestos abatement and renovation activities. The report was prepared by Jimmy W. McNeil, Jr. (Texas Asbestos Inspector License #60-2130, expires 2/28/2028) and reviewed by Ronnie Matte (Texas Individual Asbestos Consultant License #10-5771, expires 2/13/2028). The analytical work was conducted by Eurofins Built Environment Testing Central, LLC, which is NVLAP accredited for bulk PLM asbestos analysis.

1.0 Executive Summary
Reeves County retained E-Tech Environmental and Safety Solutions, Inc. to perform a limited asbestos survey of the materials that may be disturbed during the future demolition of the Annex 1 building located at 700 W. Daggett St. in Pecos, Texas.
On 2 and 3 February 2026, Wally McNeil of E-Tech performed a visual inspection and collected bulk samples of suspect asbestos containing materials throughout the building.
A total of sixty-eight (68) samples were collected from twenty (20) homogeneous materials.
The suspect asbestos containing materials were submitted under chain of custody for 72-hour turn around PLM analysis to J3 Resources in Houston, Texas. J3 Resources laboratory is NVLAP accredited for bulk PLM asbestos analysis. The analytical results indicate that thirteen (13) building materials contain greater than 1% asbestos. The materials reported to contain asbestos are identified as:
C01- Plaster ceiling
E01- Exterior window caulk
E02- Exterior window glazing
F01- 12”x 12” Beige, rock pattern, resilient floor tile with black mastic
F03- 9”x 9” Beige w/multi streaks, resilient floor tile with black mastic
F04- 12”x 12” Tan w/blue streaks, resilient floor tile with black mastic
F05- 12”x 12” White w/dark streaks, resilient floor tile with black mastic
F06- 9”x 9” Beige, broken rock pattern, resilient floor tile with black mastic
F07- 9”x 9” Beige w/green streaks, resilient floor tile with black mastic
I01- Boiler insulation
I02- Pipe insulation
I03- Duct insulation
W03- Transite wall panels
2.0 Asbestos Bulk Sampling Methodology
Suspect asbestos bulk samples were collected and placed in zip-lock bags for laboratory analysis. The sampling was performed to identify asbestos in specific suspect asbestos containing materials. The samples were submitted for 72-hour turn-around time analysis via polarized light microscopy (PLM).
The PLM method is the most commonly used method to analyze building materials for the presence of asbestos. The PLM method is in accordance with the EPA Interim
Method of the Determination of Asbestos in Bulk Samples. This method utilizes the optical properties of minerals to identify the selected constituent. The use of this method enables identification of the type and the percentage of asbestos in a sample.
The detection limit of the PLM method for asbestos identification is approximately one percent asbestos. At the request of the client, point count analysis may be considered for samples determined to contain less than ten percent asbestos when analyzed via PLM.
3.0 Conclusions
The following materials tested positive for asbestos:
C01- Plaster ceiling (Approx. 500 ft2).
E01- Exterior window caulk (Approx. 10 ft2).
E02- Exterior window glazing (Approx. 10 ft2).

The total percentage of sample components shown may be greater than 100% when some components are detected at <1%.
The test report shall not be reproduced except in full, without written approval of the laboratory. The report must not be used by the client to claim product certification, approval, or endorsement by NVLAP, NIST, or any agency of the federal government. The Company reserves the right to dispose of all samples after a period of thirty (30) days, according to all state and federal guidelines, unless otherwise specified.
Inhomogeneous samples are separated into homogeneous subsamples and analyzed individually. ND means no fibers of that type were detected.
When detected, the minimum detection and reporting limit is less than 1% unless point counting is performed. Floor tile samples may contain large amounts of interference material and it is recommended that the sample be analyzed by gravimetric point count analysis to lower the detection limit and to aid in asbestos identification.
