About this opportunity

The City of Toledo is requesting quotations from licensed Asbestos Hazard Abatement Contractors to provide on-site monitoring and regulatory oversight at fire-damaged and emergency-ordered demolition sites, with bids due October 13, 2026 at 1:30 p.m. EST. This is a prevailing wage project and requires current Ohio Department of Health Asbestos Hazard Abatement Specialist certification—the critical eligibility filter.

The scope encompasses professional monitoring, supervision, and regulatory compliance services at approximately 35 emergency demolition events annually (roughly 3,500 tons of debris treated as Regulated Asbestos-Containing Material). Core deliverables include preparing Ohio EPA Notification of Demolition and Renovation forms, deploying one state-certified Asbestos Specialist on-site within one week of notice to proceed, overseeing debris sorting and loading operations, inspecting waste containers, and completing Waste Shipment Manifests. Individual projects require one to two eight-hour work days, Monday through Friday 7:30 a.m. to 4:00 p.m. and Saturday 7:30 a.m. to 1:00 p.m.

Bidders must submit an all-inclusive hourly rate for site monitoring services; regulatory fees are paid by the contractor and reimbursed at cost by the City upon proof of payment. The contract term is one year with three optional one-year renewals. Performance and payment bonds are required for contracts exceeding $40,000. This is a prevailing wage project requiring certified payrolls submission two weeks after start dates and weekly thereafter. Contracts valued at $100,000 or greater require execution of a Project Labor Agreement with the Northwest Ohio Building and Construction Trades Council within fifteen working days of the pre-job conference.

Award selection is based on "lowest and best" offer, considering bid price, past work experience with the City of Toledo, and local preference where applicable. All bids must be submitted electronically through the City of Toledo's PlanetBids portal with email confirmation of transmission. A bid guaranty—either a cashier's check or bid bond made payable to the City of Toledo—is required and must be received by the Division of Purchases and Supplies no later than the due date. Living wage requirements of $17.45 per hour with health coverage or $20.63 per hour without health coverage apply. Bids open at 2:00 p.m. EST via Zoom.
