About this file

This Request for Quotation is issued by the City of Toledo's Department of Public Service, Division of Urban Beautification, soliciting licensed Asbestos Hazard Abatement Contractors (AHAC) to provide professional on-site monitoring, supervision, and regulatory oversight at fire-damaged and emergency-ordered demolition sites across Toledo. The City manages approximately 35 emergency demolition events annually, generating roughly 3,500 tons of debris annually (approximately 100 tons per site), all of which must be treated as Regulated Asbestos-Containing Material (RACM) due to the inability to conduct pre-demolition asbestos surveys under emergency conditions. Core services include preparing and submitting Ohio EPA Notification of Demolition and Renovation forms, providing one state-certified Asbestos Specialist on-site during all debris sorting and loading operations, deploying specialists within one week of notice to proceed, inspecting waste containers and verifying regulatory compliance, and completing required Waste Shipment Manifests. Individual parcel projects require approximately one to two eight-hour work days, conducted Monday through Friday from 7:30 a.m. to 4:00 p.m. and Saturday from 7:30 a.m. to 1:00 p.m. The bid response submission deadline is Tuesday, October 13, 2026, at 1:30 p.m. EST, with bids opening at 2:00 p.m. EST via Zoom. The contract is proposed for one year with three optional one-year renewals.

Bidders must submit an all-inclusive hourly rate for site monitoring services, with regulatory fees paid by the contractor and reimbursed at cost by the City upon receipt of proof of payment. This is a prevailing wage project requiring certified payrolls submission two weeks after start dates and weekly thereafter. Contracts valued at $100,000 or greater require execution of a Project Labor Agreement with the Northwest Ohio Building and Construction Trades Council within fifteen working days of the pre-job conference. Performance and payment bonds are required for contracts exceeding $40,000. Bid selection is based on "lowest and best" offer, considering bid price, past work experience with the City of Toledo, and local preference where applicable. Bidders must possess current Ohio Department of Health Asbestos Hazard Abatement Specialist certification and submit required documentation including a cover page with firm contact information, statements confirming understanding of scope and regulatory compliance, proof of qualifications, and applicable certifications and insurance documents through the City of Toledo's PlanetBids portal.

SCOPE AND SPECIFICATIONS

The City of Toledo is soliciting quotes from Licensed Asbestos Hazard Abatement Contractors (AHAC) to provide professional on-site monitoring, supervision, and regulatory oversight at fire-damaged and emergency-ordered demolition sites.

The City manages an average of 35 emergency demolition events per year across scattered private property parcels, hauling away an average of 100 tons of debris per site (roughly 3,500 tons total). Because emergency conditions often prevent pre-demolition asbestos surveys, all resulting debris must be treated as Regulated Asbestos-Containing Material (RACM).

The City will act as the generator, loader and transporter of the asbestos waste material, delivering it to an approved asbestos waste disposal landfill. The City will also supply and install all necessary dumpster and truck bed liners.

The Contractor will provide regulatory oversight and monitoring to ensure full compliance with the Ohio Environmental Protection Agency (OEPA), Ohio Administrative Code (OAC) Chapters 3745-20 and 3745-22, and National Emission Standards for Hazardous Air Pollutants (NESHAP) guidelines. The Contractor will perform the following core services:

· Regulatory Notifications: Prepare and submit required Ohio EPA Notification of Demolition and Renovation forms, including emergency submissions and immediate amendments for quantity or timeline changes. The Contractor must advance all regulatory fees and complete an Asbestos Compliance Form (attached for reference) at the conclusion of each parcel project.

· On-Site Monitoring: Provide one (1) state-certified Asbestos Specialist on-site during all debris sorting and loading operations to monitor regulatory compliance, dust control, and handling procedures as spelled out by OEPA.

· Scheduling & Responsiveness: Deploy an on-site specialist within one (1) week of receiving a notice to proceed for a specific parcel. Clean-up operations are scheduled sequentially from oldest to newest event.

· Waste Tracking: Inspect separated non-asbestos debris, verify that all asbestos waste containers/wrappings meet regulatory leak-tight and bagging standards, ensure proper hazard labeling, and complete required Waste Shipment Manifests.

· Duration of Projects: Work at each parcel takes approximately 1 to 2 days (8-hour shifts) to complete hauling. Hauling occurs between 7:30 a.m. and 4:00 p.m. (Monday–Friday) and 7:30 a.m. to 1:00 p.m. (Saturday), or as mutually agreed. Hauling operations are subject to a standard one (1) day regulatory waiting period after EPA submittal.
