About this opportunity
The Philadelphia Housing Authority (PHA) is soliciting proposals from qualified vendors to provide asbestos and mold abatement services across all PHA-owned properties, which serve approximately 80,000 residents across 30 conventional developments and 5,500 scattered site units located in Philadelphia County and Philadelphia City, Pennsylvania. The procurement is structured as an indefinite-quantity, indefinite-delivery contract with firm fixed unit pricing and requires vendors to demonstrate advanced training, demonstrated experience, and relevant certifications including Pennsylvania and City of Philadelphia asbestos abatement company certification, OSHA training, confined space work certification, and mold remediation training per ANSI/IICRC S520 standards. Deliverables encompass asbestos abatement and removal services for small, minor, and major projects measured by linear feet for pipe insulation and fireproofing removal and square feet for floor tile removal, as well as mold remediation services differentiated by area size, with pricing structured on a unit-cost basis and monthly invoicing required with itemized work descriptions. Key qualifications include access to specialized equipment such as decontamination stations, negative air pressure systems, and containment materials, responsibility for regulatory notifications and waste disposal in accordance with federal and local regulations, and coordination with PHA's third-party Asbestos Project Inspector and air monitoring firm. The contract consists of a two-year base period with three one-year option periods available for extension, and proposals must be submitted electronically through the Bonfire sourcing platform or in sealed envelopes by March 6, 2026. Technical evaluation will be conducted on an 80-point scale assessing demonstrated understanding of requirements (20 points), technical approach (20 points), technical capabilities and management plan (20 points), and past performance on substantially similar work (10 points), with an additional 20 points allocated for cost/price evaluation, and award will be made to the offeror whose proposal is most advantageous to PHA considering price, technical factors, and commitment to minority business enterprise and Section 3 participation.
The procurement is not restricted to any specific set-aside category; however, offerors must demonstrate commitment to certified minority business enterprise (MBE) and women business enterprise (WBE) participation at 10 percent MBE and 10 percent WBE levels for vending and professional services contracts (5 points in evaluation), and Section 3 compliance requiring that Section 3 workers comprise at least 25 percent of total labor hours, with a minimum of 5 percent of total hours performed by Targeted Section 3 Workers, or alternatively proposing qualitative efforts such as contributing three percent of contract value to PHA's Section 3 Fund (5 points in evaluation). Offerors must not be debarred, suspended, or ineligible for federal contracts and must comply with all applicable federal, state, and local regulations including equal employment opportunity requirements, nonsegregated facilities standards, drug-free workplace policies, and compliance with a Project Labor Agreement for covered projects costing $3,000,000 or more and a Collective Bargaining Agreement for specified trades. Contract award is restricted to pre-qualified offerors, who have ten working days to complete the pre-qualification application upon notification, and no incumbent vendor or current contractor is identified in the solicitation materials. Proposals must include proposal security equal to 5 percent of the proposal price in the form of a firm commitment such as a proposal bond, certified check, or irrevocable letter of credit, and successful contractors must provide comprehensive insurance coverage including Workers' Compensation with $500,000 Employers Liability limits, Commercial General Liability of $1,000,000 per occurrence/$2,000,000 aggregate, and Automobile Liability of $1,000,000 per occurrence. PHA's operating budget exceeds $300 million annually with additional Section 8 revenues and comprehensive grant rehabilitation activity of approximately $75 million per year, providing substantial funding capacity for abatement services from federal HUD sources and other federal, state, and private funding streams, though specific contract award values are not disclosed in the solicitation materials.
