About this file

This is a Statement of Work for Solicitation P-005458 issued by the Philadelphia Housing Authority (PHA), a Pennsylvania-based agency responsible for managing approximately 80,000 residents across 30 conventional developments and 5,500 scattered site units. PHA seeks a qualified vendor to provide asbestos abatement and mold remediation services across all PHA-owned properties in accordance with the City of Philadelphia Asbestos Control Regulation and applicable federal and state protocols. The contractor must possess Pennsylvania and City of Philadelphia certification as an asbestos abatement company with demonstrated experience in public schools, residential, and commercial buildings. Required qualifications include OSHA training and current certifications for confined space work, mold remediation training per ANSI/IICRC S520 standards, and access to specialized equipment including decontamination stations, negative air pressure systems, and containment materials. The scope encompasses asbestos projects ranging from small to major classifications, including NESHAP-level work, with the contractor responsible for all regulatory notifications, waste disposal in accordance with federal and local regulations, and coordination with PHA's third-party Asbestos Project Inspector and air monitoring firm.

Pricing is structured on a unit-cost basis with separate line items for small, minor, and major asbestos projects categorized by material type (pipe insulation/fireproofing removal measured in linear feet and floor tile removal measured in square feet), project management hourly rates, and mold removal services differentiated by area size (less than 10 square feet and greater than 10 square feet). The bid sheet establishes pricing for a Base Year 1 and 2 period, followed by three separate Option Year pricing schedules, allowing for contract term flexibility. Monthly invoicing is required with itemized descriptions of work performed. PHA's operating budget exceeds $300 million annually with additional Section 8 revenues and comprehensive grant rehabilitation activity of approximately $75 million per year, providing substantial funding capacity for abatement services from federal HUD sources and other federal, state, and private funding streams.
