About this opportunity
Hillsborough County, Florida is conducting a sole source procurement for ASAP shelter tents from DLX Enterprises LLC, d/b/a Deployed Logix, with an estimated total cost of $80,670.12. The procurement includes two ASAP-18 Gen. 3 Rapid Deployment Shelters (18 x 16 feet), two ASAP-24 Gen. 3 Rapid Deployment Shelters (24 x 16 feet), four custom roof identification panels, and two ASAP connector kits for peak and floor joining. Each shelter unit is delivered as a mission-ready package containing vinyl canopy and frame, endwalls, floor, staking kit, repair kit, thermal insulation liners, LED lighting, wiring harness, and anchor sets. The shelter tents are specifically designed for Urban Search and Rescue (USAR) operations and are distinguished by their patented modular design that allows multiple units to interconnect through specialized connectors, creating sealed base camps for FEMA-deployed USAR teams in challenging environments. The procurement was posted on February 19, 2026, with a deadline of February 26, 2026, for any contractors to submit clear and convincing information challenging the intended sole source award.
This procurement is being conducted as a sole source purchase under Section 3-205(2)(b)(f) of Hillsborough County's Procurement Policy, meaning no competitive bidding is required; however, interested parties may submit documented challenges by the February 26, 2026 close date. The County has identified DLX Enterprises as the sole authorized vendor due to the proprietary nature of the ASAP shelter line, which is protected by U.S. patents (10309093, 10941559, and 9644391), registered trademarks, copyrights, and trade secrets exclusively owned by Deployed Logix. Procurement justification is based on the requirement to maintain full compatibility with existing integrated systems already maintained in Hillsborough County's USAR cache, including specialized HVAC systems designed specifically for ASAP shelters and integrated power systems. The County currently maintains an existing inventory of ASAP shelter tents within its USAR cache, and the additional procurement ensures continued interchangeability and operational efficiency for USAR deployments. The estimated procurement value is $80,670.12, which includes shelter systems at $31,591.10 for the ASAP-18 units and $41,624.50 for the ASAP-24 units, with additional costs for custom roof panels, connector kits, and shipping and handling, with no sales tax applied. The County reserves the right to extend the procurement timeline, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.

The County currently maintains an inventory of ASAP shelter tents within its USAR cache, along with heating, ventilation, and air conditioning (HVAC) systems designed specifically for these shelters to ensure proper airflow and temperature control.
