About this opportunity
The State of Utah Division of Purchasing, on behalf of the Division of State Parks, is requesting bids for construction of an entrance station at Gunlock State Park under IFB AS27-4, with bids due August 25, 2026 and a mandatory in-person site visit on August 6, 2026 at 10:00 a.m. at 1450 Gunlock Road, Gunlock, UT 84733. The scope is a 1,200-square-foot slab-on-grade entrance station with administrative offices, fee collection and service desk, information station, and public retail space. Site work includes approximately 20,325 square feet of asphalt paving, concrete flatwork, retaining walls, and utility infrastructure (water, sewer, electrical). The building features standing seam metal roofing, EIFS exterior finish, gypsum board interiors, and a two-zone heat pump HVAC system. Structural design incorporates Douglas Fir-Larch No. 2 wood framing, steel beams (HSS5x5x5/16), and concrete footings. All work must comply with the 2021 International Building Code, 2021 International Fire Code, 2021 International Plumbing and Mechanical Codes, 2020 National Electrical Code, and 2021 International Energy Conservation Code.
Substantial completion is required by January 1, 2027, and the contractor must guarantee pricing through project completion. The awarded contractor must hold an active State of Utah General Building Contractor License (B100) or General Engineering License (E100), maintain a qualified superintendent on-site, and provide 100% Performance and Payment Bonds (AIA Document A312), Commercial General Liability insurance ($5 million aggregate), Auto insurance ($2 million), Workers' Compensation, and Builder's Risk insurance. Liquidated damages are assessed at 0.5% per day for delays beyond fourteen days after substantial completion. The contractor must submit a Critical Path Method (CPM) schedule within 14 days of Notice to Proceed and procure all required SWPPP, road cut/encroachment, and temporary construction permits. Award will be made to the lowest responsive and responsible bidder based on lump-sum base bid pricing. No contract value is disclosed.
