About this opportunity
The State of Utah Division of Purchasing is requesting bids for aerial herbicide application services to control cheatgrass across approximately 304 acres in the West Tintic Mountains (Juab County) following the Cherry Fire, under IFB AS27-114, with bids due October 6, 2026 and work completion required by October 15, 2026.
The scope of work is cheatgrass control via aerial application of Plateau herbicide at 6 ounces per acre mixed in a minimum of 8 gallons of water per acre plus 1 quart non-ionic surfactant per 100 gallons of spray mix. The project elevation ranges from 5,700 to 6,800 feet. Spraying must begin by 8:00 a.m. to minimize wind drift; the state reserves the right to postpone operations if wind speed exceeds 10 miles per hour. The aircraft must be equipped with GPS technology to establish application lines ensuring 100 percent coverage. Suitable airports for operations are Tooele Municipal or Provo Municipal Airport, with suitable dirt roads for landing available within 2 miles of project locations. The contractor supplies all herbicide, surfactant, water, equipment, and personnel necessary for loading and mixing herbicide.
Bids must be submitted on a cost-per-acre basis. The vendor must guarantee pricing through project completion; pricing must remain fixed throughout the contract term regardless of market fluctuations or project timeline extensions. Award will be made to the lowest cost responsive and responsible vendor. Vendors must certify compliance with anti-boycott provisions under Utah Code Annotated 63G-27, confirm they are not providing forced labor products or technology from restricted foreign entities, and submit electronically on U3P before the deadline. Vendors must maintain comprehensive insurance coverage, including workers' compensation, commercial general liability of at least one million dollars per occurrence and three million dollars aggregate, and commercial automobile liability of one million dollars per occurrence. The contractor is responsible for all delivery costs on an F.O.B. Destination Freight Prepaid and Allowed basis and must comply with all federal and state laws. Payment will be made within thirty days of receipt of a correct invoice.
