About this file
This Scope of Work is issued by the State of Utah Department of Natural Resources Division of Wildlife Resources in conjunction with the Division of Forestry, Fire, and State Lands for aerial herbicide application services. The project involves herbicide application to control cheatgrass across approximately 304 acres in the West Tintic Mountains (Juab County) following the Cherry wildfire, with elevations ranging from 5,700 to 6,800 feet. The contractor must apply Plateau herbicide at 6 ounces per acre mixed in a minimum of 8 gallons of water per acre plus 1 quart non-ionic surfactant per 100 gallons of spray mix. Application work must be completed by October 15, 2026, with spraying required to begin by 8:00 a.m. to minimize wind drift. The government reserves the right to postpone operations if wind speed exceeds 10 miles per hour. The nearest suitable airports for operations are Tooele Municipal or Provo Municipal Airport, with suitable dirt roads for landing available within 2 miles of project locations.
Bids must be submitted on a cost-per-acre basis, and the selected vendor must guarantee its pricing through project completion. The contractor is responsible for supplying all herbicide, surfactant, water, equipment, and personnel necessary for loading and mixing herbicide. The aircraft must be equipped with GPS technology to establish application lines ensuring 100 percent coverage. This is an Invitation for Bid anticipated to result in a single contract award to the lowest cost responsive and responsible vendor. No site visits, bidder conferences, or specific response deadlines are mentioned in the scope of work document.
