About this opportunity
The State of Utah Division of Wildlife Resources, procuring through the State of Utah Division of Purchasing, is requesting bids on various native and cultivated seeds for summer 2026 delivery under IFB AS26-65, with bids due June 23, 2026. The solicitation anticipates multiple contract awards determined by lowest pure live seed (PLS) price per pound carried to three decimal places, ranked per line item.
The scope spans approximately 311 line items across four lifeform categories — grasses (items 1–111), grass-like species including bulrushes and sedges (items 112–133), forbs (items 134–267), and shrubs (items 268–311) — with quantities ranging from 10 to 40,000 bulk pounds per item. Seeds must comply with the Federal Seed Act and Utah State Seed Laws, including restrictions on noxious weeds and annual brome species (limited to no more than 600 seeds per pound). Certification requirements vary by line item and may include Certified, Non-Certified, Selected, Source Identified, or Variety Not Stated classifications. Seed origin must be from North America unless otherwise specified. Special requirements include genetic testing of Amaranthus species (with Palmer amaranth verification likely required), inoculation of alfalfa and yellow sweetclover, and high confidence sampling and testing for rabbitbrush, kochia forage, and multiple sagebrush varieties. Testing is the vendor's responsibility through approved state seed laboratories (Arizona, California, Colorado, Idaho, Indiana, Montana, North Dakota, Oregon, South Dakota, Utah, Washington, Wyoming) or approved private laboratories (Precision Seed Testing, Agri Seed Testing Inc., or any USDA-accredited entity with appropriate scope).
All seed must be delivered on pallets not exceeding 2,500 pounds each to the Great Basin Research Center Seed Warehouse in Ephraim, Utah. Delivery cannot commence prior to August 3, 2026, with September 3, 2026 identified as the preferred date; later dates will be considered on a per-item basis. Bid prices must include all delivery costs, with the bidder responsible for transit damage. Award amounts are calculated as bulk price per pound rounded to two decimal places. Past vendor performance — including failure to supply seed, late delivery, and repeated specification failures — may be considered in award decisions. Rejected seed must be replaced within ten days or the order will be awarded to the next lowest bidder, with all freight and storage costs borne by the contractor. A one-year warranty covering performance, suitability, and freedom from defects applies to all items. Contractors must maintain $1,000,000 per occurrence/$3,000,000 aggregate commercial general liability insurance and commercial automobile liability insurance of $1,000,000 combined single limit if vehicles are used. All bids must be submitted through the U3P system.

Issuing Procurement Unit: State of Utah Division of Purchasing Conducting Procurement Unit: State of Utah Division of Wildlife Resources The purpose of this IFB is to enter into a contract to provide various seeds . It is anticipated that this IFB will result in multiple contract awards. The methodology or formula that will be used to determine the number of contract awards is: All awards will be based upon the lowest pure live seed (PLS Price per Pound carried out to three decimals places) price offered and the nearest date of delivery for each item meeting the minimum seed bid specifications (listed on the request spreadsheet) for that line item. Each bid will be ranked lowest bid to highest per line item by PLS price rounded to the nearest three decimal places. Preference may be given to items that can be delivered on or before dates specified on the bid solicitation sheet (Attachment C), but items with later delivery date will be considered if they meet the timeline needs of the State. Once the lowest PLS bid of a line item, that meets the timeline needs of the State, is exhausted per supplier bid, the State will then move to the next lowest bid until the line-item need is fulfilled. Past performance (including, but not limited to failure to supply awarded seed, late delivery, repeatedly supplying seed below specifications, etc.) of the vendor may be considered when making awards. Award amount will be for Bulk Price per Pound, rounded to the nearest two decimal places. Bid prices must include delivery to the Great Basin Research Center Seed Warehouse located at 494 West 100 South, Ephraim, Utah. The bidder is responsible for any/all damage occurring in transit. All seed must be delivered on pallets to be retained by the DWR. Weight of pallets cannot exceed 2,500 lbs. Length of Contract: All items preferred delivery date is prior to September 3, 2026, but later delivery dates will be considered on a per item basis. Items cannot be delivered prior to August 3, 2026. Outlined in Section 2 and Section 10. Vendor must guarantee its pricing for 1 year.
