About this opportunity

The City of Long Beach is requesting proposals for as-needed transportation services to support youth, teen, and senior recreation programming, with proposals due March 20, 2025 at 11:00 a.m. and questions due February 26, 2025 at 11:00 a.m. All contractor vehicles must be ADA compliant with wheelchair lifts and securement systems, and the contractor must maintain a fleet large enough to accommodate all scheduled programs — a core capability filter. A local-vendor preference of 5 evaluation points applies to Long Beach-based businesses holding current valid business licenses and seller's permits showing places of business within city limits.

The scope is on-call/as-needed transportation for local and long-distance field trips, with average demand of two to six buses per day and peak demand for vehicles accommodating 50–60 passengers. Drivers must hold valid Commercial Driver's Licenses with passenger and school bus endorsements and at least one year of bus driving experience. The contractor must maintain comprehensive insurance: commercial general liability of $1 million per occurrence / $2 million aggregate, workers' compensation, and commercial automobile liability of $1 million to $10 million combined single limit depending on passenger capacity. Performance is measured on six key metrics: 100% safety compliance, 95% or higher on-time performance, 100% driver certification, 100% ADA accessibility compliance, 24-hour response time for communications, and less than 15% of fleet out of service for maintenance.

The initial contract term is two years with three optional one-year renewals, not to exceed five years total. No minimum dollar amounts are guaranteed; the City pays within 30 calendar days of invoice. Evaluation weighs Organizational Capacity & Experience (30%), Method of Approach (40%), Communications & Reporting (20%), and Reasonableness of Cost (10%). Pricing must be submitted in Excel format with quarterly cost breakdowns itemized by labor, vehicle, and service costs. The City of Long Beach Equal Benefits Ordinance applies to for-profit contracts valued at $100,000 or more; proposers subject to this ordinance must certify compliance or pursue provisional compliance pathways before contract execution. Proposals are valid for 90 days from the submission deadline. The Long Beach Buys online procurement system is the required submission platform.
