About this file
This document is Attachment A: Authorization & Certification from the City of Long Beach's Request for Proposals (RFP) template, establishing requirements for proposer authorization, compliance certifications, and local preference eligibility.
Proposers must certify authorization to submit bids on behalf of their organization, with signature requirements varying by entity type: sole proprietors and limited liability companies require one signature; partnerships require general partner signatures; corporations require two officer signatures or one signature accompanied by certified corporate resolution; and individuals other than officers may sign if authorized by corporate resolution. All proposers must acknowledge compliance with RFP terms and conditions, the City of Long Beach Ethics Handbook, and confirm the proposal is valid for 90 days from the submission deadline. Proposers must also certify that proposals are genuine and not collusive, that no conflicts of interest exist in the contract's selection or administration, and that they comply with federal debarment requirements under Executive Order 12549 and Title 2 CFR Part 180 Subpart C, including certification that neither the proposer nor its principals have been suspended, debarred, or declared ineligible by federal agencies within the three-year period preceding the bid.
The City of Long Beach offers a local preference provision allowing Long Beach-based businesses that meet specified criteria to receive five additional evaluation score percentage points; this preference does not apply to solicitations funded by tidelands, grant, or State of California funds. Qualifying businesses must submit current, valid business licenses from the City of Long Beach and current, valid seller's permits showing places of business within city limits. Proposers may document exceptions to terms and conditions for potential contract negotiation, though the City has no obligation to accept such exceptions and any award remains contingent upon successful negotiation of final contract terms; if negotiations fail, the City reserves the right to negotiate with another contractor or withdraw the RFP.
