About this opportunity
The City of Long Beach is seeking proposals from qualified consultants for as-needed traffic engineering and transportation planning services on an indefinite-delivery, indefinite-quantity basis, with proposals due August 27, 2026 and questions due July 30, 2026. Contracts exceeding $100,000 are subject to the Long Beach Equal Benefits Ordinance, requiring equal benefits for spouses and domestic partners.
The scope spans six service categories: Traffic and Civil Engineering; Traffic Signals/Traffic Control Devices; Curb Management and Parking; Transportation Planning/Project Management; Studies/Reporting/Outreach/Program Delivery; and Inter-Agency Coordination. Proposers may qualify under one or multiple categories. Each selected consultant will receive an initial three-year term with the option for up to two additional 12-month extensions, not to exceed five years total. The City reserves the right to award to multiple contractors based on its assessment of need and qualifications.
Compensation is based on personnel and hourly rates by task category, submitted as a separate cost document. Required insurance includes $1,000,000 per occurrence and $2,000,000 aggregate general liability, $2,000,000 professional liability, and $4,000,000 umbrella liability. Invoices are paid within 30 calendar days of approval. All work product becomes the exclusive property of the City.
Proposals are evaluated on four criteria: Organizational Capacity and Experience (40%); Method of Approach (30%); Communications and Reporting (20%); and Reasonableness of Cost (10%). The City does not obligate itself to accept the lowest-priced proposal. Evaluation will occur in September 2026, with contractor selection and notification anticipated in October 2026 and contract execution in November 2026. Submission is electronic via LongBeachBuys.com. Proposals are firm for 90 days from the submission deadline. Any contract may be funded wholly or partially by federal grants, requiring Davis-Bacon Act and prevailing wage compliance where applicable.
