About this opportunity
Pasco County, Florida is soliciting bids through Invitation for Bid (IFB-CA-26-054) for as-needed tire and road repair services for automotive and heavy equipment. The procurement encompasses comprehensive tire services including teardown, buildup, repair, and roadside service on an as-needed basis for County fleet vehicles ranging from passenger cars to heavy off-road equipment such as skid loaders, wheel loaders, and mowers. The selected vendor must demonstrate capability to service eight or more County vehicles within a 24-hour period, provide 24/7 service with a maximum two-hour response time for after-hours requests, and operate across four County maintenance facilities in New Port Richey, San Antonio, and Spring Hill. Mobile on-site repair services are required for fire apparatus, medium and heavy-duty trucks, and large wheel loaders, with acknowledgment and response to service requests within one hour during normal business hours (Monday through Saturday) and service initiation within one business day of purchase order issuance. All replacement parts must be new unless prior approval is obtained from the Fleet Supervisor, and the vendor must provide a minimum 30-day warranty on all repairs and maintain current licenses and training certificates. Evaluation will be based on the lowest responsive and responsible bid, with consideration given to proximity to specifications, costs, delivery time, past performance, references, and financial capability. Bidders must submit detailed pricing estimates subject to Fleet Supervisor approval, and the County reserves the right to award multiple vendors if deemed in its best interest. The written questions deadline is March 18, 2026, at 2:00 p.m. ET, with responses posted by March 25, 2026; bids are due April 7, 2026, at 1:30 p.m. ET via the Bonfire online platform, with public bid opening at 2:00 p.m. ET the same day.
Local business preference applies to this procurement, with preference given to vendors located in Pasco County or eligible neighboring counties (Hillsborough, Pinellas, Polk, or Hernando) if a local business bid is within 10 percent of the lowest price; qualified vendors must submit a valid Local Business Tax Receipt to claim this preference. All offerors must be registered with SunBiz, the Florida Department of State Division of Corporations, and provide a current Certificate of Status from the Florida Secretary of State, and must comply with E-Verify enrollment and utilization requirements for all newly hired employees per Florida Statutes Section 448.095(2). Vendors must carry comprehensive insurance including Workers' Compensation, General Liability coverage of $2,000,000 per occurrence, and Automobile/Truck Liability of $1,000,000 per occurrence, with Pasco County named as additional insured. The vendor must also submit a Human Trafficking Affidavit and certifications regarding non-debarment status and absence of prior contract terminations with Pasco County. The contract period begins upon Board of County Commissioners approval and continues through October 1, 2026, with the County reserving the right to extend for two additional one-year periods under identical terms. No minimum or maximum purchase quantities are obligated, and no state or federal funds are involved in this procurement; the County reimburses only for materials actually used supported by supplier invoices, with all labor, tools, and incidental costs included in hourly labor rates.
