About this opportunity

The Housing Authority of the City of Camden (HACC) is requesting sealed bids for on-call plumbing maintenance and repair services at multiple residential and community properties throughout Camden, New Jersey under IFB 26-04, with bids due May 7, 2026 at 10:30 a.m. This is a federally funded HUD project subject to Davis Bacon wage rates, a key cost-driver constraint.

The scope encompasses full-service plumbing maintenance including sanitary and water-supply piping installation and repair, sewer line repairs, pipe cleaning and jetting, backflow inspections and testing, pressure testing, video inspections, and 24/7 emergency repairs with two-hour emergency response and four-hour non-emergency response times. The contractor must provide all labor, materials, tools, equipment, supplies, and transportation. Required qualifications include a current New Jersey State Plumbing License, commercial general liability insurance of $2 million, automobile liability insurance of $1 million, and workers' compensation insurance. Parts and materials markup may not exceed 10 percent of the contractor's cost. All pricing must comply with Davis Bacon Plumber Wage rates as published at the legal notice date.

The contract term is one year with four possible one-year renewal extensions. Service locations include Kennedy Tower, Ablett Village, McGuire Gardens, Mickle Tower, Westfield Tower, Baldwin's Run properties, Success Learning Center, and Chelton Terrace properties. The HACC does not guarantee a specific dollar amount and reserves the right to add or remove site locations with 60 days' written notice. The contract will be awarded to the lowest responsible bidder. Monthly invoices are due by the tenth of each month with net payment terms of 30 days.

Questions are due April 23, 2026 at 11:30 a.m. No pre-bid conference is scheduled. Sealed bids are submitted through the Housing Agency Marketplace eProcurement website.
