About this opportunity
The City of Long Beach is requesting proposals for as-needed low-speed vehicle rental services to support citywide events under RFP CM-26-738, with proposals due May 26, 2026, at 11:00 a.m. Pacific Time via LongBeachBuys.com and questions due May 5, 2026. A local-vendor preference program applies: businesses with principal places of business within Long Beach city limits receive 5 percentage points for home-based residential locations or 10 percentage points for brick-and-mortar commercial locations, contingent on current Long Beach business licenses and seller's permits and affirmative claim with Attachment C and supporting documentation.
The City seeks qualified vendor(s) to provide rental, delivery, and pick-up services for multiple low-speed vehicle types: two-passenger four-wheel electric vehicles, standard four-passenger LSVs, limousine six-passenger LSVs, and flatbed cargo LSVs. Vehicle quantities will vary by event; low-speed vehicles are not required to be registered with license plates. Proposers must demonstrate experience providing LSV rental services for public agencies or large-scale events and describe procedures for timely delivery, maintenance, battery management, contingency planning, and City staff coordination. Cost proposals must itemize unit rates, outcomes, or outputs preferably broken down per event or monthly in Excel format. No minimum contract amount is guaranteed.
The contract will be for an initial two-year term with three optional one-year renewal periods, not to exceed five years total. The City may award to one or more vendors. Proposals are evaluated on organizational capacity and experience (30%), method of approach (40%), communications and reporting (20%), and reasonableness of cost (10%). Comprehensive insurance is required: general liability of $1,000,000 per occurrence and $2,000,000 aggregate, workers' compensation, and commercial automobile liability of $1,000,000 combined single limit. Addendum No. 1, issued May 12, 2026, clarified vehicle registration requirements; proposers must acknowledge receipt of this addendum in their submissions. Proposers claiming local preference must also submit the Equal Benefits Ordinance certification (Attachment B) and Authorization and Certification form (Attachment A).
