About this file
This document is the Local Preference Program attachment from the City of Long Beach for state and local contract opportunities. The provision establishes a preferential scoring system designed to encourage local business participation in City procurement processes. Eligible businesses receive five extra credit percentage points added to their proposal scores, with an additional five percentage points available to local businesses operating from brick and mortar or non-residential locations. Local businesses are defined as companies or organizations maintaining their principal place of business at a fixed location within City limits and possessing current City of Long Beach business licenses and seller's permits, if applicable. Bidders must affirmatively claim local preference eligibility by completing Attachment C and providing supporting documentation with their solicitation packages.
To qualify for local preference points, businesses must submit a completed certification form identifying their Long Beach business license number, seller's permit number (if applicable), and the address associated with their business license, while also designating whether the licensed location is a brick and mortar or non-residential location versus a residential location. Failure to complete the preference certification section results in ineligibility for local preference points. All businesses claiming local preference must attach copies of their current, valid City of Long Beach business license and current seller's permit to their submission packages as proof of eligibility.
