The scope covers locksmith services (standard and emergency lock installation, repair, and maintenance) and security-grade door, frame, and hardware installation (handles, push bars, closers) on an as-needed, on-call basis throughout the contract term. Bidders must submit minimum three verifiable references for similar work completed within the last three years, document all industry certifications and staff licenses, provide comprehensive company information (years in business, office address, staffing levels), and provide minimum two 24-hour emergency contacts.
The pricing schedule requires hourly labor rates across four categories (standard, overtime, holiday, and emergency) for licensed locksmiths (80 expected standard hours), apprentice locksmiths (80 expected standard hours), and security door replacement services personnel (75 expected standard hours, plus 15 hours each for overtime, holiday, and emergency). Bidders must also specify a parts percentage markup capped at a maximum 20 percent increase.
Bidders must affirm compliance with extensive Texas Health and Human Services Commission mandatory certifications covering suspension and debarment status, E-Verify utilization, cybersecurity training, child support obligations, human trafficking prohibitions, antitrust compliance, artificial intelligence disclosure, critical infrastructure security controls, and state-specific policy requirements addressing abortion funding, gender transitioning procedures, firearm industry discrimination, and surveillance prohibitions. All required exhibits—HHS Solicitation Affirmations (Exhibit A), Bidder Reference and Contractor Qualifications Form (Exhibit D), Exhibit B (Contract Affirmations and Uniform Terms and Conditions), and Addendum Acknowledgement Forms—must be submitted with the bid.
