About this opportunity

The Maryland Transit Administration, on behalf of the Maryland Transit Administration Police Force, is conducting a Request for Information on commercially available artificial intelligence software capable of detecting visible firearms through existing video surveillance systems, with vendor responses due September 3, 2026.

This is market research only—the RFI is not a solicitation or commitment to procure. Any future procurement resulting from this RFI will be advertised separately through eMaryland Marketplace Advantage (eMMA) and will not confer an advantage or disadvantage on responding vendors in subsequent competitive solicitations.

The scope addresses AI software that integrates with MTA's existing Internet Protocol camera infrastructure and Video Management Systems to enable timely notification and response to potential firearm-related threats. MTA seeks information on detection performance rates, human verification capabilities, cybersecurity compliance with Criminal Justice Information Services Security Policy requirements, privacy and data protection measures, and support services including operator training and technical support.

Vendors must provide nonbinding budgetary pricing for the software and related services, including all assumptions and a description of licensing units, implementation services, recurring services, and optional services. Respondents should address company experience, AI software capabilities, detection performance metrics, software integration compatibility, alert and notification methods, cybersecurity certifications, privacy protections, implementation timelines, and performance differentiators.

Responses must be submitted electronically to Issuing Officer Akia Wheeler at awheeler3@MDOT.Maryland.gov in searchable PDF format organized according to RFI section headings. MTA reserves the right to request clarification on submitted responses and may invite selected vendors to provide demonstrations or presentations at their own expense. Addendum No. 1, posted September 1, 2026, provides clarifications and modifications to the original RFI scope, including refined technical and operational requirements, evaluation methodology, and performance benchmarks.
