About this opportunity
The Teacher Retirement System of Texas is requesting proposals for an enterprise-grade Artificial Intelligence Agent Testing and Evaluation Platform under RFP TRS000683, with proposals due August 31, 2026 at 3:00 p.m. Central Time and a non-mandatory pre-proposal conference on August 11, 2026 at 2:00 p.m. Central Time.
Three mandatory qualifications filter responsive proposals: vendors must demonstrate at least four years of experience providing an AI Agent Testing and Evaluation platform, ability to integrate with Okta Single Sign-On, and compliance with or intent to comply with TXRAMP Certification for any cloud services. TRS determined that no probable subcontracting opportunities exist; however, if respondents identify subcontracting needs, they must submit a Veteran Heroes United in Business (VETHUB) Subcontracting Plan and obtain prior TRS approval before making any subcontracting arrangements.
The scope covers three primary service categories: the AI Agent Testing and Evaluation Platform, implementation of solutions, and training and support services. Vendors must provide fully loaded, firm, fixed prices or hourly rates inclusive of all performance costs. Core platform pricing must be submitted by user tier (1–49, 50–100, 101–250 users, and enterprise pricing options), along with one-time implementation and onboarding costs and annual training and support services fees. Proposed annual pricing applies to renewal terms without escalation.
The initial contract term is one year from the effective date, with three optional one-year renewals available. TRS may conduct presentations, demonstrations, interviews, and site visits with top-ranked respondents at its offices at 1900 Aldrich Street, Austin, Texas.
Evaluation uses best value standards: Respondent Past Performance (15%), Respondent Key Personnel (10%), Proposed Performance Details (55%), and Proposed Pricing (20%). The deadline for questions is August 14, 2026 at 3:00 p.m. Central Time. All submissions must be made through TRS' Procurement and Vendor E-System (PAVES).
