About this file

This Request for Proposals (RFP) is issued by the Teacher Retirement System of Texas (TRS) to procure an enterprise-grade Artificial Intelligence Agent Testing and Evaluation Platform. TRS seeks to contract with one or more vendors to provide comprehensive AI agent testing solutions that support the testing, evaluation, and continuous improvement of artificial intelligence-driven agents, including conversational chatbots and virtual assistants. The solicitation requires vendors to provide three primary service categories: the AI Agent Testing and Evaluation Platform, implementation of solutions, and training and support services. The RFP was issued on July 27, 2026, with a pre-proposal conference scheduled for August 11, 2026, at 2:00 p.m. Central Time (attendance is non-mandatory). The deadline for questions is August 14, 2026, at 3:00 p.m. Central Time, and proposals are due August 31, 2026, at 3:00 p.m. Central Time. TRS may conduct presentations, demonstrations, interviews, and/or site visits with top-ranked respondents at its offices located at 1900 Aldrich Street, Austin, Texas. The initial contract term is one year from the effective date, with three optional one-year renewals available.

Respondents must submit fully loaded, firm, fixed prices or hourly rates inclusive of all performance costs, with proposed annual pricing applied to renewal terms without escalation. Pricing must be submitted using the required price form, with core platform pricing provided by user tier (1-49, 50-100, 101-250 users, and enterprise pricing options), along with one-time implementation and onboarding costs and annual training and support services fees. Three mandatory qualifications must be met for responsive proposals: vendors must demonstrate at least four years of experience providing an AI Agent Testing and Evaluation platform, ability to integrate with Okta Single Sign-On, and compliance with or intent to comply with TXRAMP Certification for any cloud services. TRS determined that no probable subcontracting opportunities exist under this solicitation; however, if respondents determine subcontracting needs, they must submit a Veteran Heroes United in Business (VETHUB) Subcontracting Plan. Proposals will be evaluated using best value standards weighted as follows: Respondent Past Performance (15%), Respondent Key Personnel (10%), Proposed Performance Details (55%), and Proposed Pricing (20%). All submissions must be made through TRS' Procurement and Vendor E-System (PAVES), and respondents must obtain prior approval from TRS before making any subcontracting arrangements.

Veteran Heroes United in Business

(VETHUB) Subcontracting Plan Requirements and Information

V. Veteran Heroes United in Business Subcontracting Plan Requirements and Information

In accordance with section 2161.252 of the Texas Government Code and section 20.285 of title 34 of the Texas Administrative Code, each state agency that considers entering a contract with an expected value of $100,000 or more over the life of the contract (including any renewals) shall, before the agency solicits bids, proposals, offers, or other applicable expressions of interest, determine whether subcontracting opportunities are probable under the contract. If subcontracting opportunities are probable, each state agency’s invitation for bids, requests for proposals, or other purchase solicitation documents with an expected value of $100,000 or more shall state that probability and, if probable, require a Veteran Heroes United in Business (“VETHUB”) Subcontracting Plan (“HSP”).

A. TRS’ Determination of VETHUB Subcontracting Opportunities

An evaluation of potential subcontracting opportunities was conducted in accordance with section 2161.252 of the Texas Government Code and it was determined that there are no probable subcontracting opportunities under any anticipated Contract(s) resulting from this Solicitation. Therefore, TRS does not require that an HSP be submitted with Responses. However, if Respondent determines the need to subcontract for any services, materials, or supplies to fulfill Services, Respondent must follow the instructions in Section B and submit a complete HSP with its Proposal for the Proposal to be considered responsive.

TRS may determine at any point during the life of any Contract(s) resulting from this Solicitation that there are probable subcontracting opportunities and require Contractor to submit an HSP at that time. In addition, if Contractor determines a need to subcontract services, materials, or supplies to a subcontractor at any point during the life of the Contract, Contractor must receive prior written approval from TRS regarding such subcontracting and request a review of an HSP.

Contractor may not utilize a subcontractor without prior written approval from TRS. If an HSP is required, Contractor must complete, sign, and monthly submit a Progress Assessment Report (“PAR”) form via PAVES no later than the last day of the month for the remaining life of the Contract. Failure to submit the PAR form with the invoice will cause delay in payment. The PAR form shall be completed by Contractor, even if Contractor declares “self-performing” on the HSP.

The PAR form will be provided to Contractor following execution of the Contract.

B. Instructions for Completing an HSP

The HSP form and instructions for how to complete it may be accessed at:

https://comptroller.texas.gov/purchasing/vendor/hub/forms.php. If a Respondent intends to subcontract any portion of Services to a subcontractor other than a certified VETHUB, Respondent must retain documentation reflecting that it conducted a solicitation as part of a good faith effort to locate a certified VETHUB to provide the Service.

https://comptroller.texas.gov/purchasing/docs/hub-forms/ProgressAssessmentReportForm.xls https://comptroller.texas.gov/purchasing/docs/hub-forms/ProgressAssessmentReportForm.xls https://comptroller.texas.gov/purchasing/vendor/hub/forms.phph

For information on how to complete an HSP, please contact TRS’ HUB Coordinator, Blender Hill at blender.hill@trs.texas.gov. Respondents must obtain prior approval from TRS if they wish to make changes to the HSP after it is submitted.

For a list of VETHUB vendors, Respondents may use the Centralized Masters Bidders List (“CMBL”) and VETHUB Directory by following these instructions:

1. Access the CMBL and VETHUB Directory at:

Solicitation Section VI:

Evaluation Process and Criteria

VI. Evaluation Process and Criteria

TRS has exclusive authority under Section 825.103(d) of the Texas Government Code over purchasing goods and services and is statutorily exempt from subtitles D and F of title 10 of the Texas Government Code. In purchasing and contracting for goods and services, TRS will select the vendor who represents best overall value for TRS based on the candidate’s qualifications, experience, acceptance of TRS contract terms and conditions, proposed pricing, and other relevant factors that are in TRS’ best interests and comply with TRS' fiduciary duties. “Best overall value” means a combination of factors that, in the judgment of the Board, are most consistent with the best interests of TRS.

A. Initial Submission Compliance Screening and Minimum Qualifications

During initial screening, TRS will review Proposals for compliance with submission requirements.

Failure to meet submission requirements may, at any time, result in a Respondent’s disqualification. Proposals that do not meet the following minimum qualifications will also be rejected as non-responsive and disqualified:

1. Respondent must provide documentation demonstrating at least 4 years of experience providing an Artificial Intelligence Agent Testing and Evaluation platform. .

2. Respondent must provide documentation demonstrating the Respondent’s ability to integrate with Okta Single Sign-On.

3. Respondent must provide documentation demonstrating compliance with, or intent to comply with, the TXRAMP Certification for any cloud service proposed under this solicitation, as required by the Texas Department of Information Resources.

Evaluation: Initial Round

Proposals which meet all minimum qualifications will advance to the Initial Round of Proposal evaluation. An evaluation committee will evaluate all Responsive Proposals during the Initial Round. TRS may ask questions of or request clarification from any Respondent about its Proposal during the Initial Round. All such questions and clarification requests shall be provided to Respondents by TRS’ Procurement and Contracts Representative. Responses will be scored under best value standards which are in TRS’ best interests using the following general categories for which weights are shown:

Evaluation Criteria Weight Respondent Past Performance 15%

Respondent’s Key Personnel 10% Proposed Performance Details 55% Proposed Pricing 20% Total 100%

After Initial Round evaluations are complete, TRS may (1) ask all or only top-scoring Respondents to participate in a Presentation, Interview, and/or Demonstration Round, (2) determine that such a round is unnecessary and ask all or only top-scoring Respondents to participate in a Best and Final Offer (“BAFO”) Round, or (3) make one or more contract awards based on Initial Round evaluations.

B. Evaluation: Optional Presentation, Interview, and/or Demonstration Round – Selection

Criteria: 10 points

The Presentation, Interview, and/or Demonstration Round allows Respondents to highlight the strengths and unique aspects of their Responses. TRS may ask questions of or request clarification from any Respondent during this Round. All such questions and clarification requests shall be provided to Respondents by TRS’ Procurement and Contracts Representative. Evaluation criteria for the Presentation, Interview, and/or Demonstration Round may include, but are not limited to, Respondent’s:

1. Demonstrated understanding of RFP requirements and ability to satisfactorily describe the processes/methodologies for delivering Services.

2. Demonstrated experience in undertakings similar in scope and complexity to those indicated in this Solicitation, including past performance.

3. Team member interaction and Respondent’s interaction with TRS.

4. Presentation quality and ability to meet TRS’ needs.

After the Presentation, Interview, and/or Demonstration Round, Respondents may be required to submit written answers to questions asked during this Round. Presentations, Interviews, and/or Demonstrations will be individually evaluated by each evaluator, who shall provide a score from 0 to 10, with ten being the highest score. Point allocation for this Round will be used to determine which Respondent(s) are considered for the next round. Points allocated for this Round will not be added to any previous or future round. After this Round is complete, TRS may (1) ask all or only top-scoring Respondents to participate in a BAFO Round or (2) make one or more contract awards based on Presentation, Interview, and/or Demonstration Round evaluations.

D. Evaluation: Optional BAFO Round

As the BAFO Round is an optional round, TRS strongly encourages Respondents to provide their best pricing and terms with their initial Proposal. TRS may ask questions of and request clarification from any Respondent during this Round. TRS may also request that any Respondent provide additional information during this Round. All such questions and requests shall be provided to Respondents by TRS’ Procurement and Contracts Representative. All information provided to TRS during each round of the evaluation process is taken into consideration in the BAFO Round. Scoring will be based on the same criteria as the Initial Round. Points allocated for this Round will not be added to any other round. After this Round is complete, TRS may make one or more contract awards based on BAFO Round evaluations.
