About this opportunity

The Metropolitan Tulsa Transit Authority (MetroLink Tulsa) is seeking proposals for armed security services through a Request for Proposals (RFP) issued May 8, 2026, with proposals due electronically via Bonfire by June 15, 2026, at 4:30 p.m. Central Standard Time. The procurement covers 24-hour, 7-day-a-week, 365-day-per-year armed security services at the Future Station and Midtown Memorial Station (MMS) within Tulsa city limits, requiring a minimum of two armed security officers per shift at Future Station and one officer per shift at MMS, with on-call field supervision and daily site visits. Key deliverables and objectives include crime prevention, property protection, incident response, emergency coordination, customer service, and enforcement of MetroLink Tulsa policies. All security personnel must possess valid Oklahoma armed security licenses, pass background investigations and drug screening, and demonstrate prior experience in armed security, law enforcement, or military work; additionally, personnel must complete site-specific training, firearms qualification and recurring training, de-escalation training, and annual refresher training. Evaluation will follow a best value approach with equal weighting across five criteria: work plan and quality control plan (20 points), proposer experience with similar projects (20 points), past performance record including cost control and schedule adherence (20 points), qualifications and experience of key project members (20 points), and price (20 points). Proposals must include a cover letter, statement of qualifications, four client references from the past five years, resumes of key personnel, detailed work plan, quality control plan, and separate pricing documentation formatted in minimum 12-point font with a maximum 60-page limit excluding required forms. A pre-proposal conference is scheduled for May 21, 2026, with a deadline for questions on June 1, 2026, and an anticipated contract award date of June 30, 2026, for an initial one-year term subject to quarterly performance reviews.

The contract is subject to federal financial assistance from the Federal Transit Administration and the State of Oklahoma, requiring compliance with all applicable federal and state laws including civil rights requirements. Disadvantaged Business Enterprise (DBE) participation goals apply, with a national goal of 10 percent and an agency goal of 4 percent. Proposers must provide notarized statements of qualifications and authorization for information verification, and the contract terms require payment net 30 days after receipt of correct invoice or acceptance of goods. No incumbent vendor or specific budget range is identified in the RFP documentation. All proposals become the property of MetroLink Tulsa upon submission, and late proposals will not be considered. Interested organizations should note that the procurement follows federal transit authority requirements and state of Oklahoma regulations, making compliance with debarment and suspension certifications and FTA terms and conditions mandatory for award consideration.
