About this file

This Request for Proposals (RFP) document from the Metropolitan Tulsa Transit Authority (MetroLink Tulsa) seeks proposals for armed security services at the Future Station within Tulsa city limits and Midtown Memorial Station (MMS). The services require continuous, 24-hour, 7-day-a-week, 365-day-per-year staffing with a minimum of two armed security officers per shift at Future Station and one officer per shift at MMS, including field supervision available on-call with daily site visits. Required services include crime prevention, property protection, incident response, emergency coordination, customer service, and enforcement of MetroLink Tulsa policies. All security personnel must hold valid Oklahoma armed security licenses, pass background investigations and drug screening, and possess prior experience in armed security, law enforcement, or military work. Personnel must receive site-specific training, firearms qualification and recurring training, de-escalation training, and annual refresher training. The RFP was released May 8, 2026, with a pre-proposal conference scheduled for May 21, 2026, a deadline for questions on June 1, 2026, and proposals due by 4:30 p.m. on June 15, 2026. The anticipated contract award date is June 30, 2026, with an initial one-year contract term subject to quarterly performance reviews and potential modification based on operational needs.

The RFP follows a "best value" selection approach rather than lowest price award, with evaluation criteria weighted as follows: work plan and quality control plan (20 points), proposer experience with similar projects (20 points), past performance record including cost control and schedule adherence (20 points), qualifications and experience of key project members (20 points), and price (20 points). Proposals must include a cover letter, statement of qualifications, four client references from the past five years, resumes of key personnel, detailed work plan, quality control plan, and separate pricing documentation using a minimum 12-point font with a maximum 60-page limit excluding required forms. Payment terms are net 30 days after receipt of correct invoice or acceptance of goods. The contract is subject to federal financial assistance from the Federal Transit Administration and State of Oklahoma, requiring compliance with all applicable federal and state laws including civil rights requirements, DBE participation goals (national 10 percent goal; agency goal 4 percent), debarment and suspension certifications, and FTA terms and conditions. Proposers must provide notarized statements of qualifications, authorization for information verification, and minimum five customer references. All proposals must be submitted electronically via Bonfire and become the property of MetroLink Tulsa.

The (Recipient) shall terminate by delivering to the Contractor a Notice of Termination specifying the nature of the default. The Contractor will only be paid the contract price for supplies delivered and accepted, or services performed in accordance with the manner or performance set forth in this contract.

If, after termination for failure to fulfill contract obligations, it is determined that the Contractor was not in default, the rights and obligations of the parties shall be the same as if the termination had been issued for the convenience of the Recipient.

(3) Opportunity to Cure (General Provision): The Recipient, in its sole discretion may, in the case of a termination for breach or default, allow the Contractor an appropriately short period of time in which to cure the defect.
