About this opportunity
The City of Wichita's Public Works & Utilities Department is issuing a Request for Bid (RFB) for construction services related to the Arkansas River East Bank Restoration project (Project #482-11090), located at 901 W Central Avenue in Wichita, Kansas. This procurement seeks a single general contractor to perform comprehensive site restoration work on approximately 1.16 acres (1.00 acre disturbed), including excavation, filling, regrading, retaining wall installation, removal of existing temporary sidewalk, installation of a new 10-foot-wide sidewalk, and extensive landscaping and erosion control measures. Key deliverables include site preparation and clearing, concrete work, erosion and sediment control installation, tree planting, hydroseeding with native mix totaling 15,010 square feet, and sodding with buffalo grass totaling 2,110 square yards, organized across 42 line items combining lump sum and measured quantity pricing. The project must achieve final completion and public opening by September 25, 2026, with landscaping completion by October 30, 2026, working six days per week (Monday through Saturday) excluding official city holidays. Qualified bidders must demonstrate a minimum of three years' experience in similar construction services, knowledge of industry standards and best practices, experience with comparable projects, and the capacity to obtain required bonds and insurance coverage. Sealed electronic bids are due May 8, 2026, at 10:00 a.m. through the City's Procurement Portal (wichita.gov/procurementportal), with a mandatory pre-bid conference scheduled for April 24, 2026, at 1:30 p.m. at the Central Maintenance Facility (1801 S McLean Boulevard). Questions regarding bid items and quantities must be submitted by noon on Tuesday prior to bid opening, while clarification-only questions must be submitted by noon on Wednesday prior to bid opening. Award will be made to the lowest and best total net bid from a responsible and responsive vendor based on pricing alone.
Bidders must submit a bid bond equal to five percent of the total bid amount or an annual bid bond prior to bid opening, and the successful contractor must furnish a performance bond and labor and material payment bond, each in the amount of 100 percent of the contract value. The City of Wichita encourages emerging and disadvantaged business participation in this procurement and requires all vendors to be currently licensed by either the City of Wichita or the State of Kansas before contract issuance. Certificate of Insurance requirements include minimum coverage of $1,000,000 per occurrence/$2,000,000 annual aggregate for Commercial General Liability, $1,000,000 per occurrence for Comprehensive Automobile Liability, and Workers' Compensation meeting statutory requirements. This is not a state or federal aid contract and is being funded entirely by the City of Wichita; therefore, bid pricing must be free of duties and federal, state, and local taxes unless otherwise imposed by a governmental body. The project contract includes two work orders, with the first for material purchasing to be issued within 20 days of award or earlier at the contractor's request, and the second for construction commencing July 6, 2026. No specific budget range or estimated award value is provided in the procurement documents, as pricing will be determined through competitive bidding on the 42 itemized line items. Bids are subject to a 60-day withdrawal restriction period following bid opening.
