About this opportunity

The Illinois Environmental Protection Agency is requesting bids on Argon, Helium, and Nitrogen gases under IFB 27-532EPA-LAB53-B-53314, with bids due July 30, 2026. No local-vendor, small-business, or minority-business set-aside or preference is stated.

The scope is delivery of Ultra High Purity Helium (99.99% purity, T size), Ultra High Purity Nitrogen (99.99% purity, T size), and a 200-gallon liquid Argon tank to the EPA Laboratory at 825 North Rutledge, Springfield, Illinois 62703. Delivery must occur within two business days of order placement. All delivery costs—including bulk fees, delivery flat fees, fuel surcharges, and hazmat fees—are included in F.O.B. Destination pricing. Vendor staff must coordinate in advance with the laboratory, sign in and out at the front desk on each visit, and comply with facility protocols. Subcontracting is not permitted.

The initial contract term is five years from the date of last signature, with a maximum total term not to exceed ten years including renewals or extensions. No contract value ceiling is specified in the source; pricing is estimated and will be entered by the State prior to execution. Payment is made under the Illinois Prompt Payment Act, with invoices due no later than July 31 for services through June 30 of each year. A $15 fee to the Comptroller's Administrative Fund applies to contracts valued at $1,000 or more and will be deducted from the first payment.

The State awards to the lowest priced responsive and responsible bidder. Bids must remain firm for 90 days from opening. The State reserves the right to reject any or all bids and to terminate for convenience with 30 days' written notice, for cause immediately for safety or performance issues, or without penalty due to appropriation failure. Vendors must maintain General Commercial Liability insurance of $1 million per occurrence and $2 million annual aggregate, Auto Liability of $1 million per occurrence, and Workers' Compensation Insurance as required by law. All bids submitted electronically through BidBuy by the deadline are the only submissions accepted; bids lacking required documentation or pricing in the Items Tab are disqualified. Protests may be filed within 14 days of posting or within 14 days of learning of a rejection or award decision.
