About this file
This is an Invitation for Bid (IFB) form submitted to the State of Illinois for the procurement of Argon, Helium, and Nitrogen gases. The document serves as the formal offer submission template that bidders must complete and return to the state. The form requires bidders to submit all required documents as identified in solicitation section A.1, with failure to meet requirements resulting in disqualification. Bidders must also indicate whether they are claiming any applicable preferences under the Illinois Procurement Code, including the Illinois Business Preference or Domestic Product Preference, with supporting documentation required for each claim.
The document outlines that Standard Terms and Conditions will be incorporated into any resulting contract, with reference to the state's standard template available through the Illinois Procurement Office. Bidders may submit exceptions to the standard terms and conditions by providing a redlined version with their offer, which the state may accept or reject at its discretion. By completing and signing the IFB form, the bidder submits a binding offer to the State of Illinois for contract performance in full compliance with the solicitation requirements.
