About this opportunity

The Illinois Environmental Protection Agency (IEPA) is requesting bids on a five-year contract for laboratory-grade Argon, Helium, and Nitrogen gases under IFB 26-532EPA-LAB53-B-52729, with bids due July 2, 2026. Domestic product preference applies; vendors must affirmatively declare U.S. manufacturing, and the State will purchase U.S.-manufactured products unless foreign alternatives cost 12 percent or more less. Questions are due five days from bid opening, with responses posted as bid amendments on BidBuy.

Gases will be ordered regularly throughout the contract term as needed by IEPA. The bid must be submitted electronically through BidBuy and must remain firm for 90 days from opening. Award will be made to the lowest priced responsive and responsible bidder based on overall total price submitted in the Items Tab.

Required submissions include Vendor Disclosure or IPG Active Registered Vendor Disclosure, an Offer to the State of Illinois, and applicable Business Enterprise Program and Veterans Small Business Program Utilization Plans. Vendors not registered in the Illinois Procurement Gateway (IPG) must complete and submit the Vendor Disclosure Form; failure to submit all required documentation renders a bid non-responsive. All certifications must be made under penalty of perjury by an authorized representative. For contracts valued over $100,000, vendors must disclose lobbyists or agents and all current and pending state contracts, bids, and proposals.

A $15 fee applies for contracts valued at $1,000 or more to cover Minority Contractor Opportunity Initiative administration expenses. The contract may be partially or fully funded with Federal funds, with the percentage and dollar amount disclosed upon notice of award. Vendors must comply with Standard Terms and Conditions and Standard Illinois Certifications, which are incorporated into the resulting contract. Pricing shall be submitted on a per-unit basis for each gas type, with costs remaining fixed throughout the initial five-year term.
