About this opportunity
The City of Long Beach, acting as operator of Long Beach Airport, is seeking qualified contractors to provide Aircraft Rescue Fire Fighting (ARFF) vehicle cleaning and related services under RFP AP26-757, with proposals due August 12, 2026. The scope includes removal of Aqueous Film Forming Foam (AFFF) and per- and polyfluoroalkyl substances (PFAS) from 11 ARFF vehicles across Long Beach Airport, John Wayne Airport, and Hollywood Burbank Airport; refill with Fluorine-Free Foam (F3); refraction testing; and comprehensive waste disposal.
Contractors must achieve greater than 97% PFAS mass removal within 8 business days maximum, conduct PFAS confirmation sampling using EPA Method 1633A, and propose pricing for multiple waste disposal methods including solidification and landfilling, incineration, deep well injection, supercritical water oxidation, and on-site or off-site wastewater treatment. The fleet comprises one Ford F350 4x4 (150-gallon foam tank), three Oshkosh Striker 3000 units (420-gallon foam tanks each), one Oshkosh Striker HRET (420-gallon foam tank), one Oshkosh Global (420-gallon foam tank), one Oshkosh Stinger/RIV (120-gallon pre-mixed tank), one Oshkosh T3000 (420-gallon foam tank), and three Rosenbauer Panther units (200-gallon foam tanks each). Minimum qualification requires completion of at least three prior ARFF vehicle cleaning projects with documented pre- and post-cleaning analytical results demonstrating PFAS reduction capability.
The contract runs for an initial two-year period with options to renew for three additional one-year periods, not to exceed five years total. Evaluation is weighted 30% organizational capacity and experience, 40% method of approach (cleaning methodology, work plan, quality control, risk mitigation), 15% communications and reporting, and 15% cost reasonableness. Pricing must be submitted per-vehicle for ARFF cleaning services, per-gallon for liquid waste, per-drum for solid waste, and per-mile for transportation. Questions are due July 15, 2026. The contract is subject to FAA requirements including Buy American Preference, Davis-Bacon prevailing wage, DBE participation goals, California Labor Code compliance, Department of Industrial Relations registration, and the City's Equal Benefits Ordinance. The City will conduct evaluations in August 2026 with potential interviews and demonstrations in September 2026.
