About this file

This is an Addendum No. 3 (Questions & Answers) to Request for Proposals (RFP) AP-26-757 issued by the City of Long Beach Department of Financial Management for ARFF (Aircraft Rescue and Firefighting) Cleaning & Related Services. The addendum updates the RFP timeline with a revised proposal deadline of October 8, 2026, at 11:00 AM (PST). The scope of work involves cleaning ARFF vehicle foam systems and managing associated waste at three airports: Long Beach Airport (LGB), John Wayne Airport (JWA), and Burbank Airport (BUR). Services include cleanout of foam systems from multiple 4x4 Rosenbauer Panther vehicles, laboratory analysis, refraction/flow testing, and disposal of various materials including a cut-up 1,000-gallon tank, a diaphragm pump, and approximately 50 feet of copper piping. Proposers must acknowledge receipt of this addendum with their proposals or face disqualification.

Key operational details clarified in the Q&A include that the 1,000-gallon tank is stored at JWA in a 20 cubic yard bin after being rinsed and cut up, and the contractor must provide all material-handling equipment including forklifts and pallet jacks for loading waste. Treated rinsewater from JWA and BUR truck cleanouts must be collected separately in agency-specific holding tanks and transported for off-site disposal as determined by each agency. The contractor is responsible for providing all equipment, tools, hoses, adapters, and fittings necessary for cleaning, while airport personnel will operate vehicle-specific foam system components and provide access to apparatus. F3 product selections include Solberg 3% Mil-Spec SFFF for LGB and JWA, and National Foam 3% for BUR, with Safety Data Sheets available in the LBBuys attachment tab. The contractor shall propose the vehicle cleaning sequence subject to airport approval and operational readiness requirements, with no more than one ARFF vehicle from an individual airport undergoing cleaning at any time. Cleaned vehicles may be staged outdoors within the airport's secured/fenced area during the laboratory analysis and testing period.

No. RFP AP-26-757

ARFF Cleaning & Related Services

This addendum changes and supersedes the language in the original RFP.

Please acknowledge receipt of this addendum by signing and submitting with your proposals. Any proposer who fails to submit this addendum may be disqualified.

The City would like to remind Proposers that pursuant to Section 5.2.27 of the RFP, the City will not be responsible for or bound by any oral communication or any other information or contact that occurs outside the official communication process specified herein, unless confirmed in writing by the City Contact.

The City would like to provide the following changes:

• Section 4.1 RFP Timeline has been updated with:

o Proposals due: October 8, 2026, 11:00 AM (PST)

The questions and answers are as follows:

1. Q: At which airport is the cut-up 1,000-gallon tank currently stored?

A: JWA.

2. Q: How is the cut-up 1,000-gallon tank currently being stored? Specifically, is it already placed inside a container or secondary containment?

A: The tank will be rinsed, cut up, and placed in a 20 cy bin.

3. Q: Has the cut-up 1,000-gallon tank been single-rinsed?

A: The tank will be single-rinsed.

4. Q: At Burbank and Orange County, will the treated rinsewater be allowed to discharge immediately to the sanitary sewer, or will additional holding tanks be required until discharge approval is obtained?

A: Treated rinsewater generated from JWA & BUR truck cleanouts must be collected in agency-specific holding tanks and may not be combined. These will be transported for off-site disposal, as determined by each agency.

5. Q: During the site visit on September 9, there was a discussion regarding the potential use of the LGB burn pit for output testing. Has a final determination been made regarding use of this location?

A: Use of the burn pit is not applicable to the scope of services required by this RFP. Conductivity testing may be conducted at this location; however, any such testing would be performed by Fire Personnel and is separate from the bid requirements.

6. Q: If the burn pit will be used for testing, can construction details be provided so we can determine the best method for recovering the flowed F3?

A: Not applicable.

7. Q: If the burn pit will be used, where is it located in relation to Building 50?

A: Not applicable.

8. Q: Please confirm that Burbank Airport does not have any AFFF concentrate requiring disposal, including AFFF concentrate in its vehicles.

A: Correct.

9. Q: Please confirm that Burbank Airport’s vehicle inventory for cleanout consists of three empty 4x4 Rosenbauer Panther vehicles.

A: Correct. The trucks will arrive empty (no foam).

10. Q: Which brand of F3 is each airport selecting?

A: LGB: Solberg 3% Mil-Spec SFFF

JWA: Solberg 3% Mil-Spec SFFF

BUR: National Foam 3%

11. Q: Will JWA have a forklift available at Station 33 to load waste onto the transportation truck for disposal?

A: No. The Airport will not provide a forklift or other material-handling equipment for loading waste. The Contractor shall provide all forklifts, pallet jacks, or other material-handling equipment necessary to safely perform the work, including loading waste for transportation and disposal.

12. Q: Is the diaphragm pump free of liquids?

A: The diaphragm pump has been disconnected from the plumbing and is currently stored unattached. Residual liquid remains within the pump, and minor dripping may occur if the pump is moved.

13. Q: Is the diaphragm pump currently stored in a container? If so, please describe the container. If not, please describe how it is currently being stored.

A: No, it is not currently stored in a container. It will be packaged and bidders may assume it will be stored in a 55-gallon drum.

14. Q: Is the approximately 50 feet of copper piping currently stored in a container? If so, please describe the container. If not, please describe how it is currently being stored.

A: The approximately 50 feet of copper piping and associated valves have been cut into manageable sections and are currently stored in a 3 cy bin.

Availability of this waste at the time of contract performance is subject to change.

15. Q: Please provide the Safety Data Sheets (SDSs) for the different F3 products that will be used by each airport.

A: Safety Data Sheets are provided in the Attachment tab in LBBuys.

16. Q: Please confirm whether output testing for the BUR and JWA trucks will also be conducted at the LGB output-testing location.

A: Yes.

17. Q: Please provide additional information regarding each vehicle’s foam system configuration, including connection sizes, connection types, and the number of access points anticipated to require cleaning. This should include all post-proportioner components, associated piping, valves, discharge plumbing, turrets, hose reels, handlines, nozzles, and other downstream foam system components included within the required cleaning scope. Will the airport supply hose connection fittings for these points or will that be the selected contractor’s responsibility?

A: Detailed connection sizes, connection types, and individual access-point counts will not be provided for each vehicle. Vehicle manufacturer/model and tank capacity information is provided in Table 1. The selected Contractor is responsible for determining the appropriate means and methods necessary to clean the complete foam-wetted system for each apparatus.

The required cleaning scope includes components that have contained, conveyed, proportioned, or discharged AFFF or finished foam, including applicable post-proportioner piping, valves, discharge plumbing, turrets, hose reels, handlines, nozzles, and other downstream foam-system components.

The Contractor shall provide the hoses, adapters, fittings, temporary connections, pumps, and other equipment necessary to perform its proposed cleaning process. Airport personnel will provide access to the apparatus and will operate or reposition apparatus components as necessary for the cleaning process. Contractor personnel shall not be required to perform mechanical modifications to the apparatus unless otherwise specifically authorized by the Airport.

Any apparatus-specific conditions identified during performance shall be coordinated with Airport personnel.

18. Q: Will Airport personnel be available to assist the Contractor in operating vehicle-specific foam system components (e.g., valve positioning, turret operation, hose reel operation, and post-proportioner flow paths) during cleaning activities?
