About this file
This is Addendum No. 1 to Request for Proposals (RFP) AP-26-757 issued by the City of Long Beach Department of Financial Management for ARFF Cleaning & Related Services. The addendum consists of 55 questions and answers that clarify and modify the original RFP requirements for cleaning and PFAS removal from Aircraft Rescue and Firefighting (ARFF) vehicles at three airports: Long Beach Airport (LGB), John Wayne Airport (JWA), and Hollywood Burbank Airport (BUR). The project involves cleaning approximately 12 ARFF vehicles (four from each airport) and disposing of existing AFFF-impacted materials, including 97 55-gallon drums and one 5-gallon bucket of AFFF concentrate currently stored across the three facilities. Work will be conducted at Building 50 in Long Beach (2750 E Wardlow Road) with concrete interior flooring and asphalt exterior surfaces. The primary work area is landside with escorted airside access available; contractor badging is not required. Proposers must acknowledge receipt of this addendum with their submissions or face disqualification.
The project is subject to 2026-1 prevailing wage rates and Davis-Bacon requirements, as the work is federally funded. Contractors must achieve a minimum 97% total PFAS mass reduction (higher rates preferred) as measured by EPA Method 1633A, comparing pre-cleaning and post-cleaning rinsate samples. Long Beach will supply F3 foam concentrate; contractors are responsible for refilling vehicles, providing secondary containment during output testing, collecting and disposing of test discharge, and cleaning test areas. Each airport will perform its own mechanical adjustments, calibration, pressure testing, and inspections during a two-business-day maintenance period; contractor standby time is not required or compensated. Waste must be kept separate by airport, with LGB waste eligible for onsite discharge coordination, while JWA and BUR waste must be transported to respective sites. Building 50 has 208V, 240V, and 480V electrical service available. Sanitary sewer discharge permits and fees are the airports' responsibility. Reports may be submitted electronically in either consolidated or separate airport-specific formats. Follow-on piggyback contracts for JWA and BUR will operate under the same Long Beach terms with additional airport-specific conditions; each airport reserves the right to opt out. Proposals are being evaluated jointly by all three airports.
