About this opportunity
The Florida Department of Veterans' Affairs is entering into a single-source contract with Siemens for a fire alarm control panel upgrade at the Ardie R. Copas State Veterans' Nursing Home in Port St. Lucie, Pinellas County, with a notice of intended decision posted June 2, 2026 and a proposal due date of June 12, 2026.
This is a sole-source procurement justified by the proprietary nature of the existing Siemens DESIGO Fire Alarm Control Panel system; all software upgrades and system enhancements must be performed exclusively by Siemens-authorized personnel to maintain system integrity, preserve warranties, and ensure compliance with NFPA standards and state regulatory requirements governing nursing home facilities.
The scope includes installation of a XDMC custom message module and modification of the fire alarm system program to include custom messages during alarm activation within a designated wing. Deliverables encompass shop drawings, submittal data sheets, operation and maintenance manuals, professionally engineered sealed drawings, permit acquisition, two days of preliminary testing, three days of Authority Having Jurisdiction (AHJ) acceptance testing, one day of system retesting following program modification, two hours of operational and maintenance training, closeout documentation, and a one-year warranty covering new parts and custom message programming. The contractor must perform all work without risking system integrity, voiding warranties, or compromising compliance with applicable fire and life safety codes.
The total project budget is $70,112, allocated as equipment ($1,333.63), labor ($54,364.37), engineering and drawings ($1,178.86), and miscellaneous materials ($13,235.14). The project is anticipated to require approximately 90 days from permit acquisition, with the schedule to be developed in conjunction with the selected contractor based on material availability. Payment is contingent upon project completion, and the vendor must acknowledge that the allocated funding is sufficient.
