About this file

This is a Notice of Intended Decision to Enter into a Single Source Contract (PUR 7778) issued by the Florida Department of Veterans' Affairs for the Ardie R. Copas State Veterans' Nursing Home located in Port St. Lucie, Florida. The project involves upgrading the facility's existing Siemens DESIGO Fire Alarm Control Panel system through the installation of a XDMC custom message module. The selected vendor must provide material, programming, installation, engineering, project management, and technical support for the system modifications. Deliverables include shop drawings, submittal data sheets, operation and maintenance manuals, professionally engineered sealed drawings, permit acquisition, two days of preliminary testing, three days of Authority Having Jurisdiction (AHJ) acceptance testing, one day of system retesting following program modification, two hours of operational training, closeout documentation, a one-year warranty on new parts, and custom message programming for alarm activation notifications across multiple designated facility sections. The project is anticipated to require approximately 90 days from permit acquisition, with a project schedule to be developed in conjunction with the selected contractor based on material availability.

The total project budget is $70,112.00, with cost allocation as follows: equipment at $1,333.63, labor at $54,364.37, engineering and drawings at $1,178.86, and miscellaneous materials at $13,235.14. The contract is designated as a single source procurement with Siemens, justified by the proprietary nature of the existing fire alarm system and the requirement that all software upgrades and system enhancements must be performed exclusively by Siemens-authorized personnel to maintain system integrity, preserve warranties, and ensure compliance with NFPA standards and state regulatory requirements applicable to nursing home facilities. Payment is contingent upon project completion, and the vendor must acknowledge that the allocated funding is sufficient. The procurement was posted on June 2, 2026, at 9:00 AM, with the internal tracking number FDVA-SSN-26-009S and DMS Single Source number SS-15918.

Justification for Single Source Purchase (what is necessary and unique about the commodity, contractual service, or source; steps taken to confirm unavailability of competition, as appropriate):

This letter serves as a sole source justification for the procurement of software upgrades for the existing fire alarm system at the COPAS FDVA Nursing Home facility.

The current fire alarm system installed at this facility is a proprietary system manufactured and supported by Siemens. The system’s hardware, firmware, and software architecture are uniquely designed and integrated to function exclusively within Siemens’ ecosystem. As such, all software upgrades, patches, and system enhancements must be performed using Siemens-authorized products and services.

Due to the proprietary nature of the Siemens fire alarm system, no third-party vendor is authorized or capable of providing compatible software upgrades without risking system integrity, voiding warranties, or compromising compliance with applicable fire and life safety codes, including NFPA standards and state regulatory requirements governing nursing home facilities.

Additionally, maintaining system consistency is critical in a healthcare environment such as a nursing home, where uninterrupted fire protection is essential for the safety of residents, staff, and visitors. Utilizing non-Siemens software or unauthorized service providers could result in system malfunctions, delayed emergency response, or failure to meet inspection and certification requirements.

Siemens is the sole manufacturer and authorized provider of software updates for this system.

Their technicians are specifically trained and certified to perform upgrades while ensuring continued compliance with all relevant codes and standards. Furthermore, only Siemens can guarantee compatibility with the existing installed components and provide ongoing technical support.

For these reasons, it is determined that Siemens is the only responsible source capable of providing the required software upgrade services for the existing fire alarm system at the FDVA Nursing Home.

Approval of this sole source procurement is requested to ensure the continued reliability, safety, and regulatory compliance of the facility’s fire alarm system.

Under Florida Statute 287.057(3)(c), the commodities or contractual services available only from a single source can be excepted from the competitive-solicitation requirements. Therefore, in accordance with 287.057(3)(c), the Department intends to post a description of the requirements and a request that prospective vendors provide information regarding their ability to supply the commodities or contractual services described. After reviewing information received from prospective Contractors that the commodities or contractual services are available only from a single source, the department intends to confirm if in fact, a single-source purchase contract is the best option.
