Archival Scanning Services

The Texas Parks and Wildlife Department (TPWD) is soliciting bids to establish a contract for the scanning of approximately 740 historic damage control plates and blueprints at the Battleship TEXAS State Historic Site (BSSHS) located in La Porte, Harris County, Texas. The contract will commence upon award and continue through August 31, 2025, with an option to renew for one additional one-year period. Bidders may attend an optional site visit to inspect the work site, and bids are due by 2:00 PM on April 24, 2024. TPWD will award the contract to the bidder whose quote is considered the best value based on factors such as price, ability and qualifications, delivery schedule, and past performance. The services are to be completed by August 31, 2024, and the IFB provides detailed specifications for the scanning services, including file preparation, document indexing and classification, quality control, and document delivery.

The IFB encourages Historically Underutilized Businesses (HUBs) to submit bids, but there are no set-aside designations or restrictions on the types of organizations that can respond. The contract opportunity is open to all qualified vendors, and there is no indication of any incumbent contractors or existing infrastructure that requires integration. The IFB does not provide details on funding sources or award values, but the work is to be completed within the TPWD's budget constraints.
