About this opportunity

Greenville County, South Carolina is soliciting statements of qualifications from licensed architectural and engineering firms to design and oversee a kitchen renovation at the Greenville County Detention Center, with qualifications due September 18, 2026 at 3:00 p.m. and a mandatory pre-proposal meeting and facility walkthrough on September 1, 2026 at 10:00 a.m. The County intends to contract with a single qualified firm; no set-asides are specified, though vendors are encouraged to solicit small, disadvantaged, and minority business participation.

The scope includes design of flooring, drains, ventilation, food service equipment modifications, and supporting plumbing, electrical, and structural work to comply with South Carolina Department of Corrections standards, DHEC food-service regulations, and applicable building codes while maintaining continuous kitchen operations throughout construction. The County will make detailed mechanical, electrical, plumbing, and gas rough-in data available to the awarded firm; an existing equipment inventory of 48 line items is provided for reference but does not constitute a scope of replacement — equipment retention, relocation, and replacement decisions will be made collaboratively between the design firm and County, with the County retaining final authority. The scope extends to preparation of construction bid documents and construction oversight.

Proposers must be licensed and demonstrate relevant jail or jail-kitchen experience at similar-sized facilities completed within ten years, provide three minimum references, and comply with South Carolina's Illegal Immigration Reform Act, Prison Rape Elimination Act, and ADA requirements. The County will negotiate a fair and reasonable fee with the highest-scoring firm following evaluation; if agreement cannot be reached, it may proceed to the next-scoring firm. The tentative award date is October 2, 2026, with contract negotiations October 2–20 and a Notice to Proceed targeted for October 20, 2026.

Insurance requirements include comprehensive general liability of $1 million per occurrence with $2 million aggregate, automobile liability of $1 million per occurrence, and statutory workers' compensation with employers liability limits of $1 million each accident and per-employee disease. Evaluation occurs in two phases, with Phase 1 assessing eight equally-weighted qualifications criteria (12.5% each) and Phase 2 potentially including interviews with revised weighting. Questions are due September 4, 2026 at 5:00 p.m. A completed Greenville County Substitute Form W-9 is required as part of the qualification package.
