About this opportunity

Cache County School District is requesting statements of qualifications from architectural firms and consultant teams to provide design services for a new Career and Technical Education facility supporting the CAPS program, with SOQ submissions due June 30, 2026 at 3:00 p.m. MDT and questions due June 24. This is a qualifications-based selection process; cost proposals are not accepted with the initial SOQ and will be negotiated after selection.

The facility is a standalone 17,000–20,000 square-foot structure at 723 W. 1400 N., Logan, Utah, designed to support eight primary instructional and lab environments: engineering and prototype development, digital design and media production, business and entrepreneurship, health and bioscience, agriculture, education/teaching preparation, hands-on repair and fabrication, and innovation lab. The scope includes programming, design development, construction documents, bidding support, and active construction administration under a traditional design-bid-build delivery method. The selected team must have relevant K-12 CTE/CAPS profession-based learning experience and demonstrated BIM/Revit capability.

The anticipated construction cost is $7 million to $8 million with a primary facility cost of $375–$425 per square foot. Total project cost including soft costs, fixed furniture and equipment, technology, and contingencies is estimated at $10 million to $11 million, primarily funded through state grants. The District reserves the right to modify scope, schedule, budget, and delivery approach as planning proceeds.

Evaluation criteria weight relevant K-12 CTE/CAPS experience at 20 points, key personnel qualifications and availability at 15 points, programming and stakeholder engagement at 15 points, project understanding at 10 points, budget management and cost control at 10 points, demonstrated past budget performance at 10 points, team coordination and BIM/Revit at 10 points, construction administration approach at 5 points, and references at 5 points. Anticipated selection and negotiation begins no later than July 20, 2026, with a Notice to Proceed targeted for no later than July 27, 2026. All personnel with direct student contact require background clearance at the seller's cost. CCSD standard insurance requirements include $2 million general liability, $1 million automobile liability, and $5 million umbrella coverage.
