The procurement employs qualifications-based selection under Virginia Code 2.2-4302.2; cost proposals are not permitted at the initial submission stage.
The scope spans six phases: Preliminary Architectural Report (meeting USDA Rural Development Instruction 1942-A requirements), Schematic Design, Design Development, Construction Documents, Bidding and Procurement Support, and Construction Administration. The combined facility totals approximately 25,254 gross square feet, combining Town Administration (8,988 gross square feet) and Police Department (19,433 gross square feet) functions. The Town has completed preliminary planning documents including a space study and needs analysis and holds clear title to the project site.
The project will be financed through the USDA Rural Development Community Facilities Direct Loan Program, requiring USDA concurrence with the professional services agreement, plans and specifications prior to bid advertisement, and the bid award recommendation. The scope requires compliance with the Build America Buy America Act and American Iron and Steel Act. Project cost estimates range from $7.37 million to $19.6 million depending on site and program configuration.
Evaluation criteria weight firm qualifications and relevant experience with municipal and public safety facilities involving USDA Community Facilities financing or similar federal programs at 35 points; qualifications and experience of key personnel at 30 points; understanding of the project and proposed approach at 25 points; and references from comparable public-sector projects at 10 points. The Town will conduct discussions with two or more fully qualified firms and rank them based on qualifications before negotiating with the highest-ranked firm. Proposals are valid for 90 days and should not exceed 30 pages, excluding cover letter, resumes, and project experience sheets. Respondents must provide proof of State Corporation Commission authorization to transact business in Virginia.
