About this file
This document is a presentation from the Town of Woodstock Finance Committee meeting held on February 28, 2024, detailing a Municipal Space Study and Planning Project for a combined Town Office and Public Safety Facility. The presentation summarizes a comprehensive planning process that included an existing facility survey and assessment conducted on October 5, 2023, user interviews completed on October 10, 2023, and the evaluation of ten potential sites for either separate or combined facilities. The Town Administration facility requires 8,988 gross square feet, while the Police Department requires 19,433 gross square feet, with a combined facility totaling 25,254 gross square feet. The planning process involved multiple phases, including initial projections shared on November 15, 2023, revised drafts reviewed on November 30, 2023, and final program documentation sent on December 21, 2023. Site concept plans were developed for four primary options: Site 1 for Town Administration only, Site 3 for Police only, and Sites 2 and 7 for combined facilities.
Cost estimates for the proposed project were prepared with an initial draft sent for review on February 12, 2024, and final estimates completed on February 14, 2024. Total project costs range from $7,372,282 for a Town Administration-only facility at Site 1 to $19,616,431 for a combined facility at Site 2. The estimates include new construction costs, soft costs, general conditions, design contingency, and site acquisition costs where applicable. Site 1 (Existing Town Admin and Police Station) ranked first for a combined facility with a weighted score of 106 points and offers the advantage of no site acquisition costs and alignment with the Town's densification goals, though it would require temporary relocation of Administration during construction. Site 3 (Kingree Street Vacant Lots) ranked first for Police-only facilities with a score of 100 points and offers benefits of proximity to other government services and favorable response times, though it requires site acquisition and utility extension costs.
