About this opportunity
This Request for Qualifications (RFQ) issued by Radford University Facilities Planning & Construction seeks qualified architectural and engineering (A/E) firms to provide discrete, small-scale professional services on an as-needed basis. The procurement covers a broad spectrum of A/E disciplines including electrical (power distribution, communications, fire alarm systems, lighting, lightning protection), mechanical (HVAC, plumbing, refrigeration, fire suppression, steam systems, energy management, commissioning), architectural (interior renovation, roofing, handicapped access, asbestos removal, landscaping, interior design, life safety analysis), civil and structural (drainage, load analysis, site improvements, utilities, erosion control, survey and GIS), and geotechnical engineering (soil classification, foundation design, on-site evaluation). The objective is to establish a qualified vendor pool to reduce the University's time and costs associated with advertising and developing individual RFQs and RFPs for investigations, studies, reports, design of small projects, code compliance reviews, feasibility studies, schematic designs, and field inspections. Evaluation criteria include the firm's expertise and experience in relevant disciplines, qualifications of primary designers and special consultants, geographic proximity to the project location, responsiveness and timeliness capabilities, experience with similar-sized projects, willingness to work on small Category B projects at reasonable fees, past five-year experience designing within established design-not-to-exceed budgets, conformance to state construction procedures and building codes, use of small business subcontractors, and professional liability insurance. Qualifications will be received during normal business hours Monday through Friday from March 30, 2026, through March 29, 2027. Submissions must include a signed cover page and completed Forms AE-1 through AE-6, with one manually signed original bound in a single volume and delivered or mailed to Kim Crowe at the Facilities Planning and Construction office in Radford, Virginia. Following proposal evaluation, the Agency will conduct interviews to assess current personnel, location, expertise, workload, schedule capability, and past performance, then negotiate fees on a lump sum basis.
This RFQ is set aside exclusively for Virginia Department of Small Business and Supplier Diversity (DSBSD) certified small, micro, woman, or minority-owned businesses, with at least one proposal required from a certified micro business. All proposing firms must be DSBSD certified and registered as vendors in eVA. Category B contracts have maximum fee limits not to exceed $80,000 total, including reimbursable expenses, with projects under $10,000 reserved exclusively for certified micro businesses. No incumbent vendors or current contractors are listed in the procurement documentation. Statements of Qualifications will remain active and on file until March 29, 2027, allowing for rolling evaluations and vendor selection throughout the contract period. Firms selected from this RFQ may be awarded individual task orders or projects as the University's needs arise, with compensation negotiated on a project-by-project basis within the stated maximum fee limits.
Opportunity text
The Agency often needs professional architectural/engineering assistance for discrete, small projects such as investigations, studies, reports, design of small projects, and related services. The aim of this RFQ is to solicit statements of interest and qualifications from AE's who will agree to be available to provide these services in a timely manner, thereby reducing the Agency's cost and time for advertising and developing numerous RFQ's & RFP's, and generally to increase the Agency’s efficiency in obtaining professional services. The qualification criteria shall be re-solicited every year in accordance with the Construction and Professional Services Manual (CPSM).
