About this opportunity

Lee County Port Authority is requesting qualifications from architectural and engineering firms for design, bid assistance, and construction administration services for a new long-term parking lot at Southwest Florida International Airport (RSW), with qualifications due August 27, 2026 at 2:00 p.m. and a questions deadline of August 13, 2026 at 5:00 p.m.

The project scope includes engineering, architecture, surveying, planning and permitting, design development, cost estimating, construction safety management, TSA coordination, FAA/FDOT coordination, and construction administration for a parking facility with at least 3,000 spaces. The total project budget is under $27 million. The Authority will evaluate qualifications based on the proposed Project Manager's qualifications and experience (25%), firm experience and organizational structure (20%), understanding of the project and proposed approach (25%), responsiveness and knowledge of local Southwest Florida conditions (15%), references (10%), and current workload with LCPA (5%). Respondents must provide at least two references, which the references themselves must submit directly to the Procurement Agent (Benjamin Ware, baware@flylcpa.com or 239-590-4556) by August 27, 2026; failure to receive at least two reference responses may render the respondent non-responsive.

The successful firm must maintain Commercial General Liability ($5 million per occurrence), Professional Liability ($2 million per occurrence), Pollution Legal Liability ($2 million per occurrence), and Cyber Liability ($2 million per occurrence) insurance. Compensation is structured through task-based authorizations using lump sum, monthly percentage-of-completion, hourly rates, or not-to-exceed methods, with payment due within 25 days of invoice. The Staff Evaluation Committee will issue recommendations by September 24, 2026, followed by Airports Special Management Committee evaluation by October 20, 2026, potential oral presentations in November 2026, and Board of Port Commissioners approval estimated for January 2027. The Authority reserves the right to select multiple firms and is not obligated to award exclusively. Submissions are electronic through OpenGov at https://procurement.opengov.com/portal/flylcpa. No pre-submittal meeting is planned.
