About this opportunity
Portsmouth Public Schools is requesting proposals for architectural and engineering services on an as-needed basis under RFP 1117-P-2627, with proposals due November 9, 2026, and questions due October 16, 2026. All respondents must submit an M/WBE Subcontracting Plan; Portsmouth Public Schools has established a goal that 30 percent of purchases be made from minority and women-owned business enterprises, with minimum 50 points required on good faith efforts evaluation to be deemed responsive.
The scope encompasses design services for new schools and renovations, evaluation studies, feasibility analyses, field inspections, code compliance investigations, construction administration, and related professional services across structural, electrical, mechanical, civil, and architectural disciplines. The contract runs January 1, 2027, through December 31, 2027, with four optional one-year renewal periods and is cancellable by either party with 60 days written notice after the initial 12-month term. Single-project fee limitations are $1 million; aggregate per firm per contract term is $5 million. Portsmouth Public Schools serves approximately 14,800 students across 22 facilities.
Proposals will be evaluated on qualifications and experience (50 percent), capacity (25 percent), and methodology (25 percent). The School Board reserves the right to conduct oral presentations and make multiple awards. Negotiated contract terms will establish marked-up hourly rates for various architectural and engineering skill levels.
Submission requirements include one original, five copies, and one electronic PDF copy with forms AE-1 through AE-6, W-9, M/WBE compliance forms, debarment certification, State Corporation Commission compliance form, and contractor employee background certification attesting to eligibility under Virginia Code 22.1-296.1. Contractors with more than 50 employees must register and participate in E-Verify. Proposals must be submitted to Portsmouth Public Schools Procurement Office, 801 Crawford Street, 3rd Floor, Portsmouth, VA 23704.
