About this opportunity

The Florida Department of Management Services, through its Division of Real Estate Development and Management, is soliciting qualifications under RFQ REDM2627-01 for architect-engineer services on a new courthouse for the Florida 6th District Court of Appeal, with responses due December 3, 2026 at 5:00 p.m. Selection follows Section 287.055, Florida Statutes. Evaluation factors are demonstrated experience, past performance, availability of qualified personnel, ability to meet schedules, and other factors deemed necessary for selection.

The scope is a continuing contract covering pre-schematic through construction-phase services, including bidding and construction administration, across architectural, structural, mechanical, electrical, plumbing, fire protection, and civil/site disciplines through final completion. Individual projects are assigned at the Owner's discretion with no guaranteed work volume, and estimated construction costs must not exceed statutory thresholds. Place of performance is Leon County, Florida.

Firms must employ at least one licensed architect or engineer under Florida Chapters 481 or 471, maintain a verifiable established office location, and hold active registration with the Florida Department of State, Division of Corporations, or a Certificate of Authority for out-of-state entities. Submissions use the AE Qualification Statement (Attachment B), which allows up to ten example projects, key personnel participation matrices, and disclosure of litigation from the previous five years involving the firm or predecessor organizations. Firms must also complete a mandatory responsiveness certification (Attachment A) covering E-Verify under Section 448.095(2)(a), Florida Statutes, Scrutinized Companies and Israel Boycott requirements, and suspension and debarment screening, plus a PUR 2024 attestation under Section 787.06(14), Florida Statutes.

Required insurance is professional liability of $1 million with a deductible not exceeding $50,000, general liability of $1 million combined single limit, and workers' compensation, with the State named as additional insured. Basic services compensate as a lump sum amount to be determined, paid proportionally across phases. Additional services require prior written authorization and are compensated by lump sum or as a multiple of actual payroll costs. Reimbursable expenses are paid without markup under Section 112.061, Florida Statutes.

All communication must be written and directed to the Procurement Liaison at REDMProcurement@dms.fl.gov, which serves as the sole point of contact. Violations may result in rejection of a response.
